The public hearing was opened. <br />Karen Mohr, observer for the League of Women Voters, spoke stating she has <br />studied the General Plan over the last couple of years and feels that <br />perhaps it can stand some revision but it is a good overall guide and <br />feels it should be maintained. <br />Commissioner Geppert stated the Urbanization Line neither encourages nor <br />discourages additional services. Mrs. Mohr stated that to ignore it is <br />not good as it serves a functional use and is a good guideline. <br />Commissioner Geppert stated that there are areas within the City limits <br />outside the Urbanization Line and areas outside the City limits within <br />the Urbanization Line and this should be changed. Commissioner Geppert <br />stated it is preferred to have flexibility to address each case on <br />its own merits. <br />Commissioner Wilson stated that the Urbanization Line was created as <br />a result of the 1972 Settlement Agreement in his opinion. <br />The public hearing was closed. <br />A motion was made by Commissioner Jamieson, seconded by Commissioner <br />Geppert recording approval of the negative declaration proposed for <br />GP-79-20. <br />ROLL CALL VOTE <br />Ayes: Commissioners Geppert, Getty, Jamieson, Wilson and <br />Chairperson Doherty <br />Noes: None <br />Resolution No. 1827 was then entered and adopted recommending approval <br />of the negative declaration for case GP-79-20. <br />A motion was then made by Commissioner Jamieson, seconded by Commissioner <br />Geppert recommending case GP-79-20 be approved as shown on the staff <br />report of November 14, 1979. <br />ROLL CALL VOTE <br />Ayes: Commissioners Geppert, Getty, Jamieson, Wilson and <br />Chairperson Doherty <br />Noes: None <br />Resolution No. 1828 was then entered and adopted. <br />MATTERS FOR COMMISSION'S REVIEW <br />T ere were none. <br />COMMUNICATIONS <br />Commissioner Wilson stated he would like to see a special meeting for <br />the application of John Caroline if the agenda becomes to full for the <br />regular Planning Commission meeting in December. <br />-11- <br />
