Mrs. Vallarino urged the Commission to consider her request. She explained <br />her family has owned the property for over half a century and that the <br />property has been zoned and rezoned several times. Mrs. Vallarino spoke <br />to easements previously granted the City for which she received no remu- <br />neration and addressed proposed Vine Street which would go through a <br />portion of her property. She stated the proposed roadway should be <br />reviewed and deleted. She further stated that the new Pico shopping <br />center is diverting Vineyard Avenue traffic. She stated that her proposal <br />would require no extensions of current City services. Further she stated <br />her proposal will help the growing housing shortage. Acting Chairperson <br />Wilson asked the purpose of her request. Mrs. Vallarino responded it is <br />her first step toward development and/or possible future selling of the <br />property with development approval. Acting Chairperson Wilson asked if <br />the applicant thought it would increase the property value. Mrs. Vallarino <br />stated she believed it would. <br />The public hearing was closed. <br />Commissioner Getty asked about Vine Street as discussed by Mrs. Vallarino. <br />Mr. Schaumburg explained. <br />Commissioner Jamieson then asked if Mr. Schaumburg thought it feasible to <br />support the use of Vine Street. Mr. Schaumburg responded not until the <br />section is annexed and tied into it. Mr. Schaumburg indicated the <br />county/city line on the map for the Commission. <br />A motion was made by Commissioner Jamieson, seconded by Commissioner <br />Getty that the negative declaration prepared for this report be recommended <br />for approval inasmuch as the proposed project would not have any signifi- <br />cant adverse effect on the environment. <br />ROLL CALL VOTE <br />Ayes: Commissioners Getty, Jamieson and Acting Chairperson Wilson <br />Noes: None <br />Absent: Chairperson Doherty <br />Resolution No. 1868 was then entered and adopted recommending approval <br />of the negative declaration for case RZ-80-5. <br />A motion was then made by Commissioner Getty, seconded by Acting Chair- <br />person Wilson that case RZ-80-5 be denied. <br />ROLL CALL VOTE <br />Ayes: Commissioners Getty and Acting Chairperson Wilson <br />Noes: Commissioner Jamieson <br />Absent: Chairperson Doherty <br />Resolution No. 1869 was then entered and adopted denying the application <br />of Mrs. Vallarino for the reasons stated in the staff report of April 9, <br />1980. <br />-3- <br /> <br />
