Yvan Albert, 7926 Hillsboro, addressed traffic concerns on Pleasant <br />Hill. He stated Pleasant Hill is a deadend street and isn't a major <br />intersection which could accommodate retail uses. He stated the <br />applicant would have to have a greater trade area than Highland Oaks <br />and Stoneridge and would have to draw from all over the community. <br />Commissioner Getty mentioned that there is a convenience center being <br />developed in the periphery of the mall area -- Best Catalog Store <br />building. She stated this will accommodate tenants being listed in <br />the PUD list. She stated that as of this date there are only two <br />tenants for this development; Best Catalog Store and Conklin Brothers. <br />Mr. Albert stated that this development has filed Chapter 11. <br />Commissioner Getty asked if the proposal couldn't face Foothill Road. <br />Mr. Harris stated it probably would not have access onto Foothill <br />because of a grade differential. <br />Mr. Varni, attorney for the applicant, stated they have met with the <br />staff to develop the property and urged the Commission to follow <br />the staff recommendation to allow the property to be zoned Commer- <br />cial PUD with the list of uses provided. <br />Chairperson Wilson stated the homeowners would be better off with <br />the change proposed as opposed to C-F District (the current zoning). <br />Mr. Christensen spoke again stating he is a member of the Land Use <br />Review Committee and that it is inappropriate zoning for the piece of <br />property. He stated the Committee suggested that the best use of <br />the land would be "O" Office. He stated they are not saying hard and <br />fast that the property should be used for "office" only, but feel there <br />is appropriate retail that can go on the property -- pharmacies, <br />doctor's offices, etc. He stated they do not agree with all of the <br />items on the list. <br />Chairperson Wilson asked if Mr. Christensen was opposed to both <br />the permitted and conditional uses as shown. Mr. Christensen said <br />he would like to see businesses that operate 9:00-6:00 P.M., Monday <br />through Saturday and that since Stoneridge Shopping Center has <br />opened the traffic has increased drastically. He stated that the <br />Stoneson condominiums will be directly across the street from this <br />retail center. <br />Commissioner Lindsey stated it seems to him that this center would <br />be a convenience to the residents of the Stoneridge area. He also <br />asked if most of the traffic on Foothill Road isn't coming from the <br />regional mall. <br />Mr. Christensen responded that there is only one signal on Stonedale <br />Drive. He said the people in his area have done without these <br />particular uses and aren't used to them and don't particularly want <br />them in their neighborhood. <br />Commissioner Lindsey asked Mr. Christensen if he represented all of <br />the homeowners in the area.
