PUD-81-4, Axiom Group (Southern Pacific Transportation Company) <br />Application of Southern Pacific Transportation Company for develop- <br />ment plan approval of an approximately 80,000 sq. ft. commercial/ <br />office development to be located between First Street and the <br />SPRR right-of-way from Angela Street to the extension of Bernal <br />Avenue and between Neal Street, Angela Street, the SPRR right-of-way <br />and a line approximately 250 ft. east of Main Street and rezoning <br />of the site to PUD-Commercial/Offices. Zoning for the property <br />is C-C (Central Commercial) and O (Office) Districts. A negative <br />declaration of environmental impacts will also be considered. This <br />matter will be continued until 5/13/81 for preparation of a traffic <br />report. <br />This matter was continued to 5/13/81. <br />MATTERS FOR COMMISSION'S REVIEW <br />Review of Cork Harbor (Centex) elevations and siting plans <br />Mr. Harris presented staff s recommendation that the staff is <br />satisfied with the elevations of houses and siting except for some <br />two-story structures which are 15 ft. apart. He said the applicant <br />could widen that distance a little but that this can be worked out <br />between the staff and the applicant. Mr. Harris said the staff <br />recommends approval as proposed. <br />Commissioner Jamieson asked if all the residents on the north and <br />east of the subject property were notified of this review. Mr. Harris <br />stated that neighbors who previously showed interest in this matter <br />were notified. <br />Commissioner Doherty spoke to visual easements. He asked how the <br />visual easements would be protected before filing of the final map <br />and its approval. Mr. Harris said that the homeowners can be <br />notified that the documents have been prepared, when and where to <br />execute them. He said the developer could be required to do this <br />also. Mr. Harris said it might be that they can be executed after <br />the final map is approved because they can not be recorded until <br />final map is approved. He said even if we do this before filing <br />of the final map, it may not be fair to the applicant as it could <br />hold up an entire development of the property and that it is <br />incumbent upon each individual property owner to make sure and <br />take the initiative to get the document executed. <br />Commissioner Doherty asked who is responsible for preparing the <br />basic visual easement. Mr. Harris responded that it is the City's <br />responsibility. Commissioner Doherty felt that at this time it <br />is necessary to determine the procedure to be used. Mr. Harris <br />suggested the developer be consulted on this. <br />-2- <br /> <br />
