Commissioner Jamieson asked that the staff have someone fix the PA <br />system being used. The system projected a loud overriding noise which <br />would not allow the speakers to be heard. Mr. Harris stated that the <br />department in charge of public buildings would be notified first thing <br />4/9/81. <br />OLD BUSINESS - Public Hearings <br />PUD-80-2, Alfred Fromm <br />Application o Al red Fromm for zoning and development plan approval for <br />a 102 acre Planned Unit Development commercial/industrial business park <br />at the northeast corner of Bernal Avenue and I-680, south of the Arroyo <br />Del Valle which forms the boundary between the Del Prado area of <br />Pleasanton and the subject site. Zoning for the property is "S" (Study) <br />District. An Environmental Impact Report (EIR) was also considered. <br />Mr. Harris presented the staff report. He explained that the San Francisco <br />Water Department owns property which protrudes into the center of the <br />property and extends along the northeastern boundary. <br />The public hearing was opened. <br />Irving Loube, attorney, spoke representing Alfred Fromm. He introduced <br />Messrs. Fairfield, Bras and Frisbee stating that they were available to <br />answer any questions posed. <br />Ted Fairfield, P. O. Box 1148, Pleasanton, spoke stating they are <br />obligated to build the bridge over the Arroyo and extend Valley Avenue <br />to Bernal under the first phase of the project, but that they have <br />four conditions they wish to address and two comments with regard to <br />the proposed EIR findings attached to the staff report. <br />Page 7, Condition No. 10: Eliminate this condition entirely; <br />Page 8, Condition No. 22: The word "temporar " be placed after <br />"That" and before sediment" <br />Page 15, Condition No. 56: Insert "allocated based upon the <br />benefit to the project" as it relates <br />to the study of fire apparatus and <br />manpower required. <br />Page 6, Condition No. 59: "50 employees" should be "100 employees" <br />Proposed Environmental Impact Findings <br />Item No. 3: Doesn't agree that elimination of the median would <br />eliminate traffic conflicts. Suggested that "or <br />special design" be inserted after the word elimination." <br />Item No. 4: asked for clarification that this not be a foregone <br />conclusion and that if the staff is suggesting some- <br />thing is wrong, they object. If not, they agree. <br />Mr. Harris stated it will be necessary for the Planning Commission to <br />make findings. <br />-2- <br /> <br />
