Doyle Heaton, general partner for Vintage Associates spoke. He said <br />they have met with the homeowners group in the area last week, agree <br />with the staff recommendations and will seek RAP exemption concurrent <br />with development plan approval. He explained the project and presented <br />pictures and responded to inquiries of Commissioners Getty, Lindsey <br />and Chairperson Wilson. <br />Roger Manning, 1078 Vintner Way, addressed the Commission stating that <br />a mitigated negative declaration was prepared for the project in <br />1978 and that since that time many developments have been approved in <br />the area. In the homeowner's opinion, the environmental effects of <br />this project are not insignificant with regard to traffic and noise <br />and requested an EIR be done. He confirmed he was representing the <br />Vintage Hills Homeowners Association. <br />Commissioner Getty asked Mr. Manning if the homeowners would be <br />satisfied if a condition was added to the approval that Pico must <br />be put through prior to construction of this project. Mr. Manning <br />indicated that would be satisfactory. Mr. Manning listed the pending <br />developments of the area and stated six projects have been added <br />since the EIR was prepared. He further stated this is not one of <br />the areas which the Land Use Review Committee recommended for afford- <br />able housing. <br />Nancy 5torch, 3193 Chardonnay, addressed the park needs of the Vintage <br />Hills area. She also urged the City to complete Pico to Stanley <br />Boulevard. Mrs. Storch said she doesn't agree with the density pro- <br />posed for the development. She said further, that upstairs bedrooms <br />are not the best for the handicapped, elderly or people with children. <br />She said a development similar to that on Murrieta in Livermore would <br />be more appropriate. <br />Marilyn Cheney, 3282 Chablis Court, had concerns with City services in <br />the area particularly those related to fire safety and ambulance <br />service with another 108 units in the area. <br />Doyle Heaton stated that the second phase of the shopping center has <br />not been developed yet because of economics and that the construction <br />yard would be dismantled soon. <br />The public hearing was closed. <br />Commissioner Getty stated that it is generally assumed a neighborhood <br />shopping center is used by surrounding residents when in fact this <br />particular shopping center is used by people as far away as Highland <br />Oaks. She had concerns with traffic and Pico being put through. Mr. <br />Harris pointed out that a mitigated negative declaration was done for <br />the shopping center with one of the concerns being the intersection <br />of Pico/Tawny and as a result, the developer widened the street and <br />provided for a four-way stop. <br />-8- <br /> <br />
