located on the west side of Foothill Road, just north of Bernal Avenue <br />for a 24-lot, 25,000 sq. ft. minimum lot size, single-family residential <br />development. The property is zoned HPD (Hillside Planned Development) <br />District. A negative declaration of environmental impacts will also <br />be considered. <br />The public hearing was opened and continued until May 27, 1981, 6:OOpm, <br />City Hall Conference Room as stated at the beginning of the Planning <br />Commission meeting. <br />PUD-80-17, Ronald Grider <br />Application of Ronald Grider for a 43 acre, single-family residential, <br />planned unit development containing 85 single-family lots. The site <br />is located 830 ft. south of the existing City limit line between <br />Foothill Road and I-680. The property is zoned PUD (Planned Unit <br />Development-Low Density Residential) District. A negative declaration <br />of environmental impacts will also be considered. <br />Mr. Harris reviewed the staff report stating that many of the lots <br />are 10,000 sq. ft. and that a mitigated negative declaration would <br />have to be considered for noise reduction. <br />Chairperson Wilson discussed one entrance off of Foothill Road. Mr. <br />Harris stated that initially there was some concern but once the <br />surrounding properties develop, there will be more access points to <br />the area. He stated that a 60 ft. wide street is sufficient width <br />to accommodate 84 lots and if the lots are reduced in number, it would <br />be even easier. The only concern remaining would be getting an emer- <br />gency vehicle through if for some reason the street were blocked, <br />but the Fire Department didn't express any particular concern with <br />this. <br />The public hearing was opened. <br />Bob Lawrence, planning consultant for the project, working with Lynn <br />Bowers, engineer, addressed the staff report. Mr. Lawrence asked that <br />the following conditions be changed: No. 1, concerning minimum lot <br />depth and width. Concerning Condition No. 15, he proposed interum <br />improvements be placed in such a way as to provide left-turn pockets <br />and not the construction of all frontage improvements across the <br />entire Foothill Road frontage of the development. Chairperson Wilson <br />asked Mr. Warnick for his suggestion. Mr. Warnick said the ultimate <br />proposal would be for a four-lane divided roadway (24' x 800'±). Mr. <br />Bowers explained there is not enough room to jog 60 ft. and have a <br />smooth transition. Mr. Lawrence .said they would .consent to enter into <br />an assessment district and to help whenever it is necessary. Mr. <br />Warnick stated that after 85 lots are sold it is pretty difficult <br />to get 85 people to agree to do anything with this regard. The <br />applicant related problems he had with Conditions No. 16, 17, 18 and <br />20. Further, Condition No. 15 requires vertical curbs and it is <br />their desire to have rolled curbs. They asked that they be allowed <br />to have wooden poles with ornamental luminars contrary to the require- <br />ment of Condition No. 35 and that Condition No. 37 be put off until <br />tentative map stage. <br />-5- <br />._ __ r. .._. .. . <br />
