PUD-81-2, Farmers Insurance Group <br />Application of Farmers Insurance Group for a PUD (Planned Unit Development- <br />Commercial and Offices) site plan and architectural approval for an approxi- <br />mately 148,000 sq. ft., four-story office building and a 4,416 sq. ft. <br />branch claims office on an approximately 14 ac. site located on Dublin <br />Canyon Road and the west side of Foothill Road, near the intersection <br />of I-580. A mitigated negative declaration of environmental impacts was <br />also considered. <br />Mr. Harris explained the staff report and recommendation of approval. <br />Commissioner Getty addressed one of the mitigating conditions, the <br />vanpool program, and also that it would appear to her that you don't <br />need parking spaces for everyone working at this location. Mr. Harris <br />said the staff suggested reducing the number of parking spaces, but <br />that the applicants want them. Commissioner Getty addressed the bike <br />lane and storage area. She said there is one little storage area <br />shown on the plan. <br />Discussion then ensued as to whether the project is for conceptual <br />plan approval or design approval and it was pointed out by Chairperson <br />Wilson that a grading plan was not submitted with the packet. Mr. Harris <br />stated that a topographical map and boundary survey is on file along <br />with other information. <br />The public hearing was opened. <br />Steve Thompson spoke representing Farmers Insurance. He stated that <br />Gordon Johnson, the architect, and Harold Geingrich of Farmers are <br />present also. Mr. Thompson explained the differences in the original <br />proposal and the one currently before the Planning Commission. He <br />stated that the current proposal will better meet Pleasanton's needs <br />and that the building is now reduced in height. <br />Commissioner Lindsey asked if the building will nestle into the hill. <br />Mr. Thompson said the building will be as close to the rear property <br />line as possible still allowing for emergency vehicle access. <br />Gordon Johnson addressed conditions of the staff report. He said Con- <br />ditions 1 through 36 are fine but takes exception to Condition No. 37 <br />referring to the existing house because the property has been bought <br />by a commercial developer and will be razed to allow for development. <br />Chairperson Wilson asked if the land has been dedicated on the side of <br />the street where the house is located. P~Ir. Johnson said it has. He <br />said the entire road will be part of an assessment district which has <br />not yet been officially formed. Regarding Condition No. 42, that <br />sanitary and water main to be put in at the Foothill/Dublin Canyon Road <br />intersection be extended across the entire frontage of the subject <br />development, he stated he would like to have this condition be "if <br />needed in the future." Mr. Warnick stated it will probably not be <br />necessary to put utilities across the entire frontage at this time <br />but that this is a standard condition and the City wants the flexibility <br />if it proves to be necessary when doing their maps.
