The staff recommends 80 lots rather than 81 because lots 29-39 <br />are too narrow and one lot can be removed and the others widened. <br />The following conditions were changed to read as follows: <br />4. That since part of the property is in a flood zone as <br />defined by the Federal Insurance Administration, all <br />actions necessary to comply with the National Flood <br />Insurance Act of 1968 shall be complied with in con- <br />junction with the development of the subject property. <br />9. That the developer dedicate to the City for street right- <br />of-way purposes, those parcels of land that will be public <br />streets which serve the lots of the subdivision. <br />20. That the developer incorporate a preliminary erosion and <br />sedimentation control plan as part of the tentative map <br />submittal. <br />33a. That the dedications and improvements set forth in condi- <br />tions 31, 32, and 33 shall, to the extent that these are <br />greater than those required in the Park Land Dedication <br />Ordinance of the City, be considred to be gifts to the <br />city and not requirements of this ordinance. This shall <br />be contingent upon an offer by the owner and acceptance <br />by the city. <br />Commissioner Lindsey felt that a similar recommendation (to reduce <br />by one lot) for lots 21-28 should be made and asked Mr. Harris why <br />it was not done. <br />Mr. Harris responded by saying he felt the lots across the street <br />were a little wider. <br />Commissioner Lindsey asked if developer would be required to plant <br />a large buffer zone of trees across the back. <br />Mr. Harris indicated there would be some sort of natural landscaping <br />requiring low maintenance, not irrigated park. <br />Commissioner Wilson expressed concern that a grading plan was not <br />submitted with the data and felt Planning Commission needed the <br />material to make its determination. He also wanted a noise study. <br />In the Negative Declaration Item 3, there is no geologist's report <br />on the earthquake fault. <br />Mr. Harris indicated most of the information mentioned was handed <br />out in a booklet previously submitted to the Commission.
