Joan and Carl Klenk both of 3641 Sirah Court spoke in opposition to an <br />increase in children because of noise impacts and the fact that they <br />as well as the Kwees do not want a business to be located in a resi- <br />dential neighborhood. <br />Commissioner Doherty said he has the same concerns expressed by the <br />Klenks and questions the appropriateness in an R-1-6500 District. <br />Commissioner Wilson stated it appears to him the applicant is not <br />asking to take care of 20 children permanently, but that the extra 5 <br />will allow overflow, especially after school or during a school <br />holiday when the school age children are home with the non school age <br />children. <br />Commissioner Wilson indicated he was impressed with the petitions and <br />letters in favor of having 20 children. <br />Commissioner Doherty asked if there is any reason, even though she is <br />licensed by the State for 20, that the City can't leave it at 15. <br />Mr. Harris responded that there is no regulation which says the City <br />must approve 20 children. <br />Don Bryan, 956 Riesling, lives two houses down from the Barrious home <br />and is in favor of the proponent's request. He says the day care center <br />has caused no traffic problems nor caused any other reason for complaint. <br />Kathleen Alameda, 6281 Hansen Drive, spoke in favor of the application <br />on behalf of the Valley Child Care Association. She stated the Barrious <br />situation is unique. <br />Nancy Anderson, 3413 Bermuda, San Ramon, stated she lived next door to <br />Mrs. Barrious for five years and that the use caused no inconvenience <br />in any way whatsoever and that in fact Mrs. Barrious was always inquiring <br />as to whether or not her use caused any disturbances and invited comment <br />from the neighbors. She further said the Kwees live in back of the <br />Barrious house and there is a hill (about 1/4 acre) separating the use <br />and questioned the disturbance for their residence. <br />Commissioner Jamieson asked why the Andersons moved. Mrs. Anderson said <br />it was to avoid commuting to their appliance business in San Ramon. <br />The public hearing was closed. <br />Commissioner Jamieson said he has no doubt Mrs. Barrious does a good <br />job, but challenged any Commissioner to live next door to a child care <br />facility taking care of 20 children. Commissioner Doherty said that <br />while Mrs. Barrious does an excellent job, 20 children are too much for <br />a residential neighborhood child care facility. Commissioner Lindsey <br />asked if Mrs. Barrious could again apply for more children, exceeding 20. <br />Mrs. Barrious stated she could not as there is other criteria to be <br />met and she is at her limit. She said there is no possibility she will <br />be in to ask to care for more than 20 children. <br />-8- <br /> <br />
