Resolution P1o. 2045 was then entered and adopted approving case UP-81-17, <br />the application of Roy Gibson. <br />UP-81-20, The Center <br />Application of The Center for a conditional use permit to allow for <br />the establishment of a rehabilitation center for alcoholics, including <br />informational, educational, residential, and couseling services to be <br />located at 228 Spring Street. Zoning for the property is C-C (Central <br />Commercial) District. <br />Mr. Harris explained the staff report and recommendation of approval <br />and that it is staff's opinion that required findings can be made. <br />The public hearing was opened. <br />Stephen Foland, 1437 - 5th Street, Livermore, President of the Board <br />of Directors for The Center spoke. He explained their proposed program. <br />Commissioner Lindsey asked about overflow. Mr. Foland said that over- <br />flow would be handled at other locations. <br />Commissioner Jamieson inquired about violent alcoholics. T~Ir. Foland <br />explained that there are two people working on a 24-hour basis axed <br />that The Center is not a substitute for Santa Rita and that people <br />must voluntarily come to The Center asking for help. <br />Chairperson Getty asked about repeaters and teenage drug problems. <br />Commissioner Wilson asked how many alcoholics are known to be in the <br />valley. <br />Mr. Al Right, Alameda County Alcohol Program Administrator, spoke <br />endorsing case UP-81-20. He said The Center also provides aid to <br />family members of alcoholics. He said that it is wrong to assume there <br />is something wrong with an individual and thus he become an alcoholic. <br />He said it is a social problem which requires rehabilitation of <br />families and the surrounding community. <br />Al Tenner, 7443 Palm Court, stated he certainly hoped that if the <br />Police Department picked up an inebriated individual, the law would <br />be enforced. <br />Mr. Foland stated that the Livermore facility would be closed because <br />of financing problems and the fact that it is better for the counseling <br />and all aspects of The Center to be close together. <br />Mrs. Rider, 4393 Mirador Drive, spoke in total support of the appli- <br />cation. <br />The public hearing was closed. <br />A motion was made by Commissioner Wilson, seconded by Commissioner <br />Jamieson, that the findings can be made to support the application and <br />case UP-81-20 be approved subject to the conditions of the staff report <br />dated August 12, 1981. <br />-10- <br />
