Len McVicar, Pacific Urban Design, addressed the Commission stating <br />he concurs with the staff's recommendation. He presented a conceptual <br />plan. He stated further studies need to be done. He said at this <br />time they are not saying for sure how many units should be planned <br />but they are just asking for a general plan amendment so that they <br />can present a proposal at a future time. <br />Commissioner Wilson addressed the assessment district in that area <br />and the cost per acre. <br />The public hearing was closed. <br />A motion was made by Commissioner Lindsey, seconded by Commissioner <br />Wilson, that the negative declaration prepared for case GP-81-6 <br />is appropriate and recommended approval. <br />ROLL CALL VOTE <br />Ayes: Commissioners Doherty, Jamieson, Lindsey, Wilson and <br />Chairperson Getty <br />Noes: None <br />Absent: None <br />Abstain: None <br />Resolution No. 2089 was then entered and adopted recommending approval <br />of the negative declaration prepared for case GP-81-6. <br />Commissioner Jamieson stated that this is a wrong spot for a resi- <br />dential area and that it is up to the Commission to protect the <br />people who might want to buy there. He said it seems like commercial <br />property and has concerns from a noise standpoint, heavy traffic, etc. <br />and is strongly opposed. <br />Mr. Harris indicated that the staff has some concerns with noise <br />attenuation but that access for commercial is poor. Commissioner <br />Jamieson said if it is bad from a commercial standpoint, it will <br />be worse for residential. <br />Commissioner Doherty indicated he has environmental concerns with <br />specific concerns with noise and that the City should take a hard <br />look at it. He said he has mixed emotions concerning this issue. <br />Mr. Harris stated that noise attentuation measures would need to be <br />taken at design review stage and that we need homes in the area <br />which are lower priced. Commissioner Doherty said this area is <br />much closer to the freeway than Pleasanton Meadows. <br />A motion was made by Commissioner Wilson, seconded by Commissioner <br />Lindsey that case GP-81-6 be recommended for approval. <br />ROLL CALL VOTE <br />Ayes: Commissioners Doherty, Lindsey, Wilson and <br />Chairperson Getty <br />Noes: Commissioner Jamieson <br />Absent: None <br />Abstain: None <br />-1 ~- <br />
