Page 15 <br />Minute s <br />Planning Commission <br />Commissioner Wilson asked what percentage of those units do you have <br />to put in the bonding program to get the entire development exempt <br />from RAPS <br />Mike Harris said he didn't think that matter had been settled <br />but thought 25~ was discussed. Commissioner Wilson then asked <br />Mr. Harris what the monthly payments would be. Mr. Harris <br />said that would depend upon the interest rate, amount put down by <br />the buyer, etc. <br />G. Michael Goldsworthy, architect for the project spoke to the <br />corrected plans and reason for the changes, i.e., sewer easement <br />was not as shown, Zone 7 has a 15' easement required near the west <br />of the property line and the original plan showed fine 15' easement <br />down the center. He indicated a survey determined these <br />irregularities. Commissioner Wilson asked Mr. Goldsworthy to address <br />the fact that there are no provisions for guest parking in the <br />development. Mr. Goldsworthy stated that the original plan showed <br />16 parking spaces for guests and that staff recommended that some <br />be removed. <br />Commissioner Wilson stated he has a problem with the density and <br />lack of parking. <br />Mike Harris said they have to keep the cost down, but were putting <br />in a City street to accommodate traffic. <br />Commissioner Wilson indicated that th.e Madden project got approved <br />with 29 units per acre and that it was the first attempt to come up <br />with affordable housing in the area but that he doesn't think he <br />would ever want to load the area with the same density again. He. <br />realizes this project. is one half--that but it still doesn't have <br />sufficient parking in his opinion. He further asked Mr. Goldsworthy <br />if he really can lay out the units as they appear on the elan. <br />Mr. Goldsworthy said he could. ~ said the property gradually <br />slopes toward the Arroyo. <br />Commissioner Doherty asked why staff requested the applicant to <br />reduce guest parking. Mr. Harris stated that the parking was 90°, <br />backing onto a City street and the City didn't want to assume the <br />liability problems connected with this. Commissioner Doherty said <br />the project went from 18 guest parking to seven guest parking <br />and now it is down to three. Mr. Harris indicated that two for <br />one parking is sufficient and the City has approved that ratio for <br />other projects. Mr. Goldsworthy said that there are presently <br />two for one parking on the site. <br />Chairperson Getty said there are no storage facilities either in <br />the project as well as lack of parking. <br />Mike Harris said on one hand you are talking about affordable <br />housing,-and amenities on the other.
