Page 13 <br />Minutes <br />Planning Commission <br />PUD-81-32, Mildred Vallarino & Harris Realty Company <br />Application of Mildred Vallarino and Harris Realty Company for <br />Planned Unit Development zoning and development plan approval of <br />an approximately 64 unit High Density Residential complex on a 4.7 <br />acre site located on the north side of Vineyard Avenue opposite <br />Amador Court. Present. zoning of the property is RM-4,000 <br />(Multiple-family Residential) District. The Planning Commission <br />may recommend any zoning on the property consistent with the <br />General Plan. A negative declaration of environmental impacts <br />will also be considered. <br />Mr. Harris presented the staff report and new site plan showing <br />the proper placement of the easement and loss of one unit as a <br />result. <br />Commissioner Doherty indicated he would like some reassurance <br />of the estimated completion date for the Pico Avenue extension <br />from Vineyard Avenue to Stanley Blvd. Mr. Warnick stated that the <br />Council has authorized a consulting engineer to do the plans and <br />specifications and has authorized staff to proceed with estimates <br />and negotiations for the right-of-way in hopes that construction <br />will commence this summer. He said it would probably not be <br />completed entirely before the end of 1982, but hopefully before <br />Spring of 1983. Commissioner Doherty then confirmed with Mr. Warnick <br />that it would be completed in about 18 months. <br />Commissioner Wilson indicated he-had read an article in the <br />newspaper where the railroad consolidation is costing more than <br />estimated and that the City would be using money from the Pico <br />Avenue extension to help offset this deficit. Mr. Warnick indicated <br />that his understanding is that Peters Avenue completion and the <br />completion of the Pico Avenue extension are the two major projects <br />the City is to concentrate on. <br />The public hearing was opened. <br />Mike Harris, 7588 Ivy Court, a principal in this project urged <br />approval. He said there are square footage mistakes in the <br />staff report. He indicated the proposal is to complete a street <br />to help traffic flow on Vineyard Avenue and they don't want to <br />build it unless they get mortgage revenue bonds and indicated they <br />need approval to get the matter to City Council as soon as possible <br />so they can qualify for bonding in January. He urged the project <br />be recommended for approval or denied so they could appeal it to <br />City Council as soon as possible. <br />
