Resolution No. 2264 was entered and adopted recommending approval <br />of the negative declaration prepared for case GP-82-12 as motioned. <br />A motion was made by Commissioner Jamieson, seconded by Commis- <br />sioner Wilson recommending approval of case GP-82-12 as recom- <br />mended by staff. <br />ROLL CALL VOTE <br />AYES: Commissioner Doherty, Getty, Jamieson, Wilson and <br />Chairperson Lindsey <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. 2265 was entered and adopted recommending approval <br />of case GP-82-12 as motioned. <br />MATTERS FOR COMMISSION'S REVIEW <br />Newspaper Dispensers <br />Mr. Harris presented the staff report stating that no action is <br />being requested at this time and that dispensers similar to <br />those outside of Dean's Cafe are being looked at. He indicated <br />this type of dispenser would avoid clutter. The City may wish <br />to look at black and brass dispensers to tie in with the downtown <br />street lights. Commissioner Getty asked who would maintain <br />the dispensers. Mr. Harris stated that the newspaper companies, <br />themselves would do the maintenance. <br />Commissioners Doherty and Getty stated they would like to have <br />the following items addressed: 1) what reasonable hope do we <br />have that six papers will be in agreement as to the maintenance; <br />2) who would decide the location of the racks; 3) would the <br />stands be on public or private property or both. Mr. Harris <br />indicated that a policy would be established where newspaper <br />companies would be required to buy and maintain the racks and <br />the City is looking into how these multi-paper dispensers would <br />be maintained. <br />Mr. Swift stated that ordinances in other areas provide limita- <br />tions of grouping in any one spot and they can be regulated <br />both on private and public property. He indicated that on <br />public property the Public Health and Safety Ordinance would <br />apply and that all matters are being looked into at this time <br />and that the Planning staff is working with the major news- <br />papers and it is quite obvious their cooperation will be needed. <br />soundwalls <br />Commissioner Wilson brought up the matter of soundwalls in the <br />City and wondered if they accomplished any more than bushes, <br />trees and landscaping would and indicated he is opposed to <br />soundwalls after what happened recently to the one on Hopyard <br />Road. <br />
