Commissioner Getty felt it wasn't too late for this to happen <br />as the matter would go before City Council. Mrs. Johnson felt <br />that this matter causes a lack of trust on both sides, <br />Mr. Martin indicated they would still pay for a study as committed <br />and if the study shows anything different than the studies already <br />done, they would be happy to mitigate all of those concerns. He <br />apologized for the lack of communication but stated he and Mr. <br />Pearson had met, thought the concerns were resolved, but that <br />apparently the information was not communicated to the rest of <br />the group, <br />Mr. Hillyer, 975 Kolln Street, addressed the Commission stating <br />that someone in a very large truck was practicing driving on the <br />weekend in the park and no one knew how to handle the situation <br />and whether or not the streets were private or public. He said <br />it was very noisy and if the area cannot be protected from this <br />type of thing now, what would it be like with many trucks. He <br />said a 6' screening wall won't do that much good. <br />Charles Pignolet, 987 Kolln Street said he has lived next door <br />to the Hillyers for 24 years and doesn't want Condition No. 7 <br />eliminated. He further stated that trucks go two ways so miti- <br />gation measures would have to be taken within the park itself as <br />well as on both sides of Valley Avenue. Chairperson Lindsey felt <br />that buildings constructed would serve as a buffer for the residences <br />on the east side of Kolln Street. Mr. Pignolet further said he <br />doesn't want Condition No, 7 changed or removed relating to hours <br />of operation, He was assured this is not an issue at this time. <br />Mr, Harris stated that originally they proposed to amend Ordinance <br />No. 928 but that the application for modification has changed and <br />the only ordinance being requested for amendment is No. 924, <br />Mr. Pignolet said initially it was a hard fight for the residents <br />to get these conditions imposed and felt they shouldn't be sub- <br />jected to this same fight over and over again. <br />Bob Pearson, 3590 Churchill Drive, spoke stating he hoped a middle <br />ground could be found, He said trucks are his main concern and <br />spoke to the confusion on the definition of "2-axle" trucks. He <br />said there is no confusion in his mind nor anyone else who attended <br />the meetings that 20 ton trucks should not be using Valley Avenue. <br />He addressed Condition No, 9, E1 Charro Road. He asked what would <br />happen when Valley Avenue extension opened to Stanley Boulevard <br />and trucks going to I-580 and asked if perhaps Lone Star or others <br />would follow suit. He further stated that many residences back up <br />to Santa Rita Road and he felt they were not adequately addressed <br />this evening. He said that 1-1/2~ of total traffic being trucks <br />doesn't appear too great, but the total of 600 is a lot of trucks. <br />He indicated an 8' sound wall would not mitigate the sound of trucks, <br />He also felt that changes to the PUD required an Environmental Impact <br />
