Mr. Harris informed the Commission that Mr. Lund has a problem in <br />deferring the project because there is another residential project <br />coming before them on the 23rd and there are limited numbers of <br />residential growth management permits left for 1983. Commissioner <br />Jamieson suggested that more time be given Mr. Lund and that the <br />other proposal be held back until this matter is solved. <br />Neil Crotteau, 357 Del Sol, stated he had environmental concerns <br />with regard to the impact on existing homes bordering the proposed <br />development. He indicated there are 13 windows on the back of each <br />unit with fireplaces which have chimneys. He had concern with smoke <br />in the air from these fireplaces. <br />Mr. Lund rebutted the statements of the neighbors. He stated the <br />fireplaces could be moved to the side of the buildings and that <br />smoke dissipaters could be installed. He stated that the 13 <br />windows addressed are the total number of windows. He explained <br />that the second floor of the units have no more than one window <br />facing the rear which is viewable from the second story. The <br />other second story windows overlook the living and dining rooms <br />and are viewable only from the first floor looking skyward. <br />He said the cost of improvements necessary to support 3200 sq. ft. <br />single-family detached units would call for those units to cost <br />between $300-350,000 and the area would not support such high <br />cost housing. In addressing the emergency access, he said the <br />comments made assume a worst case situation unlikely to occur. <br />He said if emergency vehicles were to approach one could con- <br />ceivably move into a driveway and you are required to move over <br />by law. Concerning light coming onto the Krichbaum property, <br />they have recognized the problem and have already met with Bob <br />Meyers and asked him to allow an easement on the southeast corner <br />of their driveway which would allow this to be mitigated. <br />Gil Barbee rebutted the statements concerning the storm drains, <br />he said improvements could be installed without relocating <br />buildings. He further addressed the heights of the structures <br />in the area with the hospital having 10' high ceilings with a <br />slope of 5/12 pitch. He said the highest point of the structures <br />proposed is 27' and not 30' as stated by the residents. He <br />stated that the Connolly house is far higher than the other <br />proposed residences, and that the open area is not a little park <br />belonging to the neighbors. He said a model was suggested for <br />all to see. He said they just can't afford to do this. <br />Joe Lambert, 313 Del Sol concurred with the statements made of <br />the other homeowners and doesn't want his view impaired. <br />Commissioner Doherty encouraged the developers and homeowners <br />to communicate. He said he did have some concerns with the <br />traffic flow. <br />
