P/C~ <br />Page 12 <br />2/23/83 <br />Commissioner Arrigoni spoke to Condition No. 5 concerning pro-rata of water <br />facilities and asked how this is handled. Mr. Harris explained. <br />The public hearing was opened. <br />Art Dunkley, Castlewood Properties, Inc., 205-F Main Street represented the <br />application. He thanked staff for working so diligently on the project for <br />the last 10 months. He asked about the impact on the proposed staff change to <br />Condition No. 34 relating to use of the property. Mr. Harris stated he just <br />wanted the use of the property to be that of the residential district only and <br />wanted this matter clearly stated in the condition. Mr. Dunkley asked about <br />having horses on the property. Mr. Swift responded to his question by stating <br />that a horse would be allowed on 40,000 sq. ft. plus one horse for each <br />additional acre but that pigs, goats, etc. would not be allowed. Mr. Dunkley <br />said he has no problem with this clarification. Mr. Dunkley then presented the <br />history of the project and that one acre .minimum lot sizes were rejected by <br />the staff. He further stated he agrees with the staff report except in three <br />instances. Mr. Dunkley then put up the map of the Circulation Study for the <br />benefit of all parties. He mentioned that while they own less than three percent <br />of the land they have paid for over 20% of the cost of the study. Fle explained <br />his proposal for Crellin Road. <br />Mr. Harris then went to the Circulation Study map and explained the basis for the <br />study and its recommendations. He stated many alternatives were looked at and <br />submitted to the staff (including Fire Department, Police Department, Engineering <br />Department, et al) for overall staff input. He said as a result it was agreed <br />that the road system would be confined to the ridge areas rather than the valleys <br />because of disturbance to the ecology and the requirement of more grading in the <br />latter situation. He gave examples. He explained also how the Chamberlain property <br />would come into play. <br />Chairperson Lindsey asked about the Crellin Road width being increased to 40'. <br />Mr. Harris said it would provide two travel and two parking lanes. <br />Chairperson Lindsey questioned the need for parking on both sides of the street <br />in rural environments. He indicated that the volume of traffic in the section would <br />have to be determined to know for sure. <br />Commissioner Jamieson asked for clarification of the map with regard to County <br />boundary and property lines. Mr. Harris explained. <br />Mr. Dunkley explained how the changes in the plan evolved and there is a major <br />impact with the change to Crellin as proposed by staff in that the project will <br />go from being privately maintained with gates, etc. to nothing more than a regular <br />type subdivision. He further stated there was a water study done in connection <br />with the Circulation Study. He explained the boundaries of the study. He further <br />stated that the water study says there probably will only be about 106 units in <br />the entire 560 acre area. He said you don't need 41' roads in the area. He further <br />stated that there is already an easement for the extension of Arbor Drive over <br />the Kottinger Ranch property and there would be no need for two parallel streets. <br />Mr. Dunkley has met with the Fire Department and one of the things Mr. Dunkley <br />suggested from the beginning would be the dedication of emergency access between <br />Lots 10 and 11. He still suggested this so that there would be a homeowners <br />association, entrance gates and general enhancement of the area. He further stated <br />that by putting a lien on Lots 10 and 11 for a deferred improvement agreement <br />-1Z- <br />
