MINUTES <br />PLANNING COMMISSION <br />3/9/83 <br />Page 6 <br />Commissioner Jamieson indicated he agrees totally with the statements of <br />Commissioner Doherty that this project is too dense and he would like to <br />see 10/15 units per the acre with increased parking. <br />Commissioner Getty asked about the density of the new projects on <br />Valley Avenue just west of Santa Rita Road. Mr. Harris explained. <br />Chairperson Lindsey indicated that because of the location, he thought the <br />land use change made sense but did support the comments of Commissioners <br />Jamieson and Doherty. He said he supports high density but not at the <br />level proposed. <br />Commissioner Doherty then asked Mr. Swift if they should act on the <br />Negative Declaration prior to his making a motion for denial. Mr. Swift <br />indicated it is always a good idea so that, if appealed, the City Council <br />would have their recommendation on this document. <br />A motion was then made by Commissioner Doherty, seconded by Commissioner <br />Jamieson to deny case PUD-83-3 for the reasons stated above without prejudice. <br />ROLL CALL VOTE <br />AYES: Commissioners Doherty, Getty, Jamieson, Wilson and <br />Chairperson Lindsey <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. 2278 was then entered and adopted denying case PUD-83-3 <br />without prejudice. <br />The applicants were advised they could appeal this matter to City Council <br />or submit a new project inasmuch as this matter was denied without <br />prejudice. <br />NEW BUSINESS - Public Hearin s <br />PUD-83-4, L. and T. Black <br />Application of L. and T. Black for PUD (Planned Unit Development) <br />development plan approval in order to subdivide a five acre parcel into <br />two lots, 1.2 and 3.8 acres in size at 2373 Martin Avenue. Zoning for <br />the property is PUD (Planned Unit Developments-Low Density Residential <br />District. The Planning Commission may recommend any action on this matter <br />consistent with the General Plan. A Negative Declaration of environmental <br />impacts will also be considered. <br />Mr. Harris presented the staff report recommending approval. He made <br />reference to the Mohr-Martin area study recently completed which was <br />reviewed by both the Planning Commission and City Council on several <br />occasions. Mr. Harris stated that the staff had concerns at the time <br />the application was submitted to the City that it was against the policy <br />set by the City Council because of the precedent-setting nature of it. <br />-6- <br />
