MINUTES <br />PLANNING COMMISSION <br />3/9/83 <br />Page 5 <br />Chairperson Lindsey didn't understand why when this property went before <br />the Planning Commission and City Council to change the land use <br />designation, no one in the area objected. Mr. Grazadei explained that <br />there are two factions to the Meadows Homeowners Association; 1) the <br />cabana club and 2) the homeowners association and that they have recently <br />undergone reorganization. He said they will be taking more interest <br />in the community in the future. <br />Mr. Dahm stated that while no one responded to the earlier application, <br />he didn't see the relevance at this time. <br />Mr. Mac Carter, 3127 Weymouth Court, stated he was present at the general <br />plan application stages with Mr. Kovak. <br />Jim Quinn, 3864 West Las Positas, asked if it would have made any difference <br />if they had shown up at those meetings. He said they are opposing this <br />project now. He further expressed very definite concerns with the <br />density of the proposal. <br />Marty Inderbitzen, 4102 Fairlands Drive, indicated that no one has polled <br />him and that the speakers for the most part represent the Board of Directors. <br />He indicated that he would rather see residential instead of a shopping <br />center on the site. <br />Glenn Kierstead rebutted the statements made by the previous speakers <br />stating that he has spent a great deal of time in trying to notify people <br />in the area as to his plan for the site. He said he spoke to 90% of the <br />people on Weymouth Court and presented the density planned. He further <br />wrote a letter to the homeowners association and received no acknowledgement. <br />They have worked in good faith with the people of the area. and feel they <br />have a quality project with the homes ranging from about $70,000-$100,000 <br />and persons qualifying to purchase them would have to have a mean income <br />of from $26,000-$28,000. He said on the larger units people would have to <br />have $40,000 to qualify. Concerning traffic he stated this proposal would <br />have less traffic than a shopping center would have. He stated he believes <br />one half of the units would be using Los Positas with the other half using <br />using Santa Rita Road. He stated the units are as far-away from the property <br />lines as they could get them. He indicated when the shopping center was <br />going in, he heard the people say they wanted residential and now this <br />has reversed. <br />The public hearing was closed. <br />Commissioner Doherty this is probably the first public hearing on this <br />project in which Mr. Kovac of Weymouth Court did not attend. He said in <br />reading the packet and made notations 'density' and .'.parking'. He further <br />felt that the level of communications between the developers and the <br />Homeowners hasn't been too good. Further, that where developments have <br />been successful in P~easanton, everyone got together and worked out all of <br />their problems. He then thanked the residents of Weymouth Court for their <br />scholarly work in their presentation. <br />-5- <br />
