MINUTES <br />PLANNING COMMISSION <br />3/9/83 <br />Page 2 <br />MATTERS INITIATED BY COMMISSION MEMBERS <br />There were none. <br />OLD BUSINESS - Public Hearin s <br />PUD-83-3, Meadow Plaza Associates <br />Application of Meadow P aza Associates for PUD (Planned Unit Development) <br />zoning and development plan approval for a 162 unit multi-family <br />residential project on an approximately six acre parcel located east <br />of the Exxon Station at the southeast corner of West Las Positas <br />Boulevard and Santa Rita Road. Zoning for the property is PUD (Planned <br />Unit Development)-Commercial and Offices. The Planning Commission may <br />recommend any action on this matter consistent with the General Plan. <br />A Negative Declaration of environmental impacts will also be considered. <br />Mr. Harris presented the staff report recommending approval. He <br />indicated that while the project is dense, staff has been working <br />with the developer and the developer has changed his plans twice to <br />accommodate those concerns,. however, staff is still of the opinion that <br />there is insufficient parking and suggests that six additional units be eliminated <br />to provide for more. <br />Commissioner Getty asked if the structures will really be three-stories. <br />Mr. Harris said they would be. <br />Commissioner Jamieson referred to paragraph three of .the staff report <br />concerning fencing and asked if the fencing would come back before the <br />Commission. Mr. Harris stated the Commission could decide this. <br />Commissioner Wilson asked about the site plan delivered to him dated 3/4/83 <br />and asked if that is the plan now under consideration. The-staff said <br />it was. Commissioner Wilson then addressed various items on the Initial <br />Study and asked that since Buildings No. 12 and 17 no longer exist shouldn`t <br />Item 7 of the Study be changed to reflect this. Mr. Harris stated that <br />the sentence referring to these lots should be ignored. <br />The public hearing was opened. <br />Glenn Kierstead, the developer, represented his proposal. They have had <br />several meetings with the neighbors of the project and City Staff. He <br />then addressed the comments concerning the three-story issue. He stated <br />if these units didn't have vaulted ceilings they would <br />be considered two-story. He explained the heights of .the structures at <br />various points and presented a profile for the Commission's viewing. He <br />pointed out that while staff says they have 50% land coverage, in actuality <br />this is not so as it amounts to between 25-30% of the project. He said <br />they have tried to address the concerns of the neighbors by moving the <br />pool, adding landscaped barriers in the area, etc. He said they would <br />also provide each neighbor with two trees and they would probably be <br />15 or 25 gallons. Further, they have reduced the number of units <br />requested from 162 to 156 and are now proposing a compromise by reducing <br />the number to 153. <br />-2- <br />
