PLANNING COMMISSI01`I
Page 2
5/11/83
Mr. Warnick introduced Robert Okamura, Assistant City Engineer,
to the Commission.
REVISIONS OR OMISSIONS TO THE AGENDA
There were none.
MATTEP..S INITIATED BY COMMISSION T1ET7BERS
Commissioner ?~oherty raised a question of staff regarding
the condition of the roadwav at the south end of Valley Avenue
at the Arroyo. Mr. Warnick~resnonded that staff is aware of
the area and are taking measures to correct the problem.
OLD BUSINESS - Public Hearings
PUD-83-7, Holiday Inn
Application of Holiday Inns, Inc. and First rdationwide Savings
and Loan for PUD (Planned Unit Development) development plan
approval of a 249 room, seven story hotel structure and related
facilities on a 4.39 acre site located near the northwest corner
of Dublin Canyon and Foothill Roads. Zoning for the property
is PUD (Planned Unit Development)-Central Commercial District.
Mr. Harris reviewed the staff report recommending approval of
the application with certain conditions. He indicated Holiday
Inn will not have a measurable impact on the Dublin Canyon Road
and Foothill P..oad intersection, but that it is possible in the future
some a.c~.ditional work would have to be done to the intersection
and Holiday would be required to participate in those improvements.
A geologic report was required since a portion of the property
is in the Calaveras Fault hazard zone, ho~•aever, no trace of the
fault was found.
Mr. Warnick brought up the problem of conflictin4 traffic
studies. The first one prepared by P?tC Voorhees predicted the
worst case to be at Level D. Subsequent to that report, certain
changes were made and they now _f eel the worst case level to
be at Level E, which is not acceptable. This was not based on
Holiday Inn, but simply indicates there is more traffic than
expected in 1980. Staff could redesign the intersection and
put the changes into an assessment district, but his inclination
is to build the intersection as now designed and perhaps require
Holiday Inn and other developers to participate in an assessment
district in the future should it be required. Mr. Warnick
mentioned a couple of mitigating measures which could be taken
to change the Level, including; precluding outbound lanes turning
left into the mall thereby eliminating the problem of weaving
and he brought up the fact that the traffic count was taken
before the diamond lanes were removed.
