PLANNING COMMISSION <br />June 22, 1983 <br />Page Eight <br />At this point, there was a brief intermission. <br />MATTERS FOR COMMISSION'S REVIEW <br />Newspaper Dispenser Study <br />Mr. Harris reviewed the staff report regarding the progress <br />made by the Newsrack Committee. Because the staff and the <br />committee have reached an apparent impasse, it is suggested <br />that staff be directed to prepare a draft ordinance to regulate <br />the newsracks and that the ordinance be prepared in conjunction <br />with suggestions from the Committee. <br />There was considerable discussion about the placement of <br />newsracks downtown as itemized in the letter from Nell Martin. <br />Also discussed was the question of moving the racks in the <br />event of a change in the business occupants near the present <br />locations. <br />Acting Chairman Lindsey indicated the City has been patient <br />and tried to work out the problems with the newspaper industry, <br />but the newspapers have not been concerned with the problems <br />of the City. Since this problem has been brought up several <br />months ago, there has been a prolification of new racks. <br />The public hearing was opened. <br />Ms. Nell Martin of the Valley Times addressed the Commission. <br />She discussed the reasoning for the choices of location for <br />the newsracks and pointed out that the clutter of racks had <br />been removed from the shopping center at Valley and Hopyard. <br />Commissioner Lindsey indicated on Main Street there are five <br />locations within one mile. Why are that many racks needed <br />in that short a distance. Ms. Martin responded that some <br />racks are installed at the request of the merchant, such is <br />the case with Pleasanton Liquors and The Hobbit. <br />Mr. Richard Luke of the San Francisco Newspaper Agency (Examiner <br />and Chronicle), indicated racks are placed where papers will <br />sell. If no papers are sold, then the racks will be removed. <br />The USA Today is a new product and have therefore put out a <br />lot of racks, but when they find which locations sell the <br />best, they will most likely remove the nonselling racks. <br />Pleasanton is not the only town where there are Committees <br />working with city governments to solve the problems of the towns. <br />
