MINUTES <br />PLANNING COMMISSION <br />Page 2 <br />Mr. Warnick stated that this matter will probably get some consideration at the <br />November 22, 1983 City Council meeting. <br />Chairman Jamieson then inquired about the traffic computer and asked whether <br />or not it is effectively working now. Mr. Warnick explained the four programs of <br />the computer and stated for the most part that it is working quite well. Chairman <br />Jamieson then asked when all of the signals in town would be part of this program. <br />Mr. Warnick stated it would probably be about seven years for all of the signals <br />to be tied into the computer system. <br />Commissioner Wilson stated he has noticed that the signals at Main and Stanley <br />have been broken. Mr. Warnick indicated that staff is aware of this and that Signal <br />Maintenance has been working on the problem but hasn't found the problem yet. <br />Chairman Jamieson felt that the traffic at the Main Street/Stanley Boulevard intersection <br />was at a LOS E. Mr. Warnick stated it actually has been determined that it is at <br />LOS D and that the signals at this intersection will be among the first to be tied <br />into the computer system through the capital improvement program. <br />Commissioner Getty asked Mr. Warnick how often the information is updated with <br />regard to traffic patterns from the computer. She cited a problem in going down <br />Stoneridge Drive off of West Las Positas and had to wait for three light changes <br />on Stoneridge Drive going west. Mr. Warnick said he would have that program checked. <br />He indicated that Hopyard Road is the major carrier but if Stoneridge is backing <br />up they would certainly look into the matter. Commissioner Getty said she realizes <br />there is a lot of construction on Stoneridge Drive now, but did believe that traffic <br />patterns do change. Mr. Warnick indicated that the computer will be used to track <br />traffic pattern changes. <br />Commissioner Doherty asked chat the southbound signals on Hopyard at Gibraltar <br />Drive and the left-turn lane be checked into. It has taken eight minutes to make <br />a left turn from this lane. Mr. Warnick stated that no one should have to wait that <br />long for a signal to change. The cycle is about 12 minutes. He suggested that possibly <br />the detector wasn't working and would have it checked. Commissioner Doherty <br />also asked about the Mohr Avenue/Santa Rita Road intersection and the fact that <br />the light didn't stay green very long going northbound on Santa Rita Road after making <br />a left turn. Mr. Warnick explained that the signals are set in this manner to provide <br />preference to traffic on the major street of Santa Rita Road. He indicated that <br />there are about three seconds yellow light and red light to get through the intersection <br />and that the more cars you have in line to make this turn, the more time the traffic <br />signals would give to complete these movements. <br />Chairman Jamieson asked about the traffic counter on Sunol Boulevard near the <br />old sewer plant. Mr. Warnick explained that the City counts traffic on major streets <br />on a regular basis. <br />GP-83-12, Ca ital Conveyance Co. <br />Application of Capital Conveyance Company to amend the general plan land use <br />designation on approximately 1.56 acres located on the north side of Valley Avenue <br />just east of the Hopyard Shopping Village from "Public and Institutional" to "Commercial <br />and Offices." The Planning Commission may recommend any action on this matter <br />deemed in the public interest.
