MINUTES <br />PLANNING COMMISSION <br />12/14/8 3 <br />Page 7 <br />PUD 83-24, Ponderosa Homes <br />Application of Ponderosa Homes for PUD (Planned Unit Development)-Medium <br />Density Residential, 5,000 sq. ft. lot minimum zoning and development plan approval <br />for a model home sales complex consisting of 5 lots, sales office and related facilities <br />on a 1.4 acre site located at the southeast corner of Hansen Drive and Paseo Santa <br />Cruz. Zoning for the property is R-1-6500 (Single-family Residential) District. <br />A negative declaration of environmental impacts was also considered. <br />Mr. Harris presented the staff report. <br />Commissioner Lindseyasked if this was an additional fivelots making the total development <br />185 units. Mr. Harris stated they intend to come in with more 5,000 sq. ft. lots <br />in the Del Prado Area. <br />Commissioner Doherty stated he has a real problem with this issue as the property <br />is currently zoned R-1-6500. <br />Commissioner Wilson felt that perhaps the developer would have a difficult time <br />marketing the units. Chairman Jamieson asked if the lots are currently 6500 sq. <br />ft. Mr. Harris stated they are and that they are remnants of a previous R-1-6500 <br />development. Chairman Jamieson was concerned with lots being larger than 5,000 <br />sq. ft. and had small homes on them. He felt this might be deceiving to the purchaser. <br />Mr. Harris stated that Ponderosa initially wanted to put the small homes on the <br />6500 sq. ft. lots, but the staff encouraged them not to as it might appear deceitful. <br />The public hearing was opened. <br />Paul Medeiros, Ponderosa Homes, presented his project. He stated that the proposal <br />was made from both a timing and marketing standpoint. They will soon be buying <br />this property from Hansen/Mix (probably in January). Chairman Jamieson then <br />asked him when the next area would be purchased. Mr. Medeiros stated it would <br />be done in March. <br />Commissioner Lindsey asked if model homes would be right next to existing residential <br />units. Mr. Medeiros said the models would be but not the sales office. Chairman <br />Jamieson asked the total square footage of the land. The applicant stated it is <br />appproximately 43,000 sq. ft. CommissionerWilson asked if there were four model <br />homes. Mr. Medeiros said there would be four with one parking lot. Chairman <br />Jamieson asked the size of the lots. Mr. Medeiros stated they would be between <br />5,000-5,100 sq. ft. <br />Mike Taylor, Bissell and Karn, reviewed the size of the lots with the Commission. <br />Kathie Stein, 235 Montgomery Street, San Francisco, is an attorey for one of the <br />neighbors, Mr. Curtis on Hansen Drive. She was concerned with the placement <br />of 5,000 sq. ft. lots next to 6500 sq. ft. existing lots. She felt it would have an <br />effect on the value of the existing homes. Her client doesn't understand why <br />it is necessary to have 5,000 sq. ft. lots next door to her client. She felt there <br />would be parking problems. She felt there would be a significant impact because <br />of the truck traffic generated by construction, speeding, dirt, mud. She did not <br />feel a negative declaration was appropriate given the existing traffic problems <br />regarding construction.
