DISCUSSION <br />In January 2007, the matter was discussed by the Council during their 2007-08 work <br />plan development process. Staff was directed to bring the matter back to Council for <br />consideration. <br />Alameda County Climate Protection Project <br />ICLEI has initiated a program to help cities approach emissions reduction. Data <br />collected from local agencies is loaded onto software that generates emissions amounts <br />and sources associated with a base year and a forecast year. Based on this inventory, <br />cities can then decide what, if any, changes to make to reduce emissions in the future. <br />Alameda County Waste Management Authority (stopwaste.org) has offered to <br />coordinate local agency activities in Alameda County and has contracted with ICLEI on <br />behalf of participating cities to receive the following: <br />• A baseline emissions inventory and forecast for each jurisdiction's internal <br />operations and community activities <br />• Assistance in developing an emissions reduction target for each jurisdiction <br />• A survey of existing policies and programs being implemented by Alameda <br />County local governments that serve to reduce emissions and save energy <br />• A template Local Climate Action Plan, including common text and potential <br />emissions reduction measures that can be used by each jurisdiction as a starting <br />point for developing their individual local action plan <br />• Individual assistance and information sharing with each jurisdiction, as well as <br />overseeing coordination between jurisdictions. <br />Alameda County began the project in summer 2006; several cities throughout the <br />county have begun their inventories and participation in the project. To date, all cities <br />within Alameda County, with the exception of Fremont, Dublin, Livermore and <br />Pleasanton, have chosen to participate. Some of these cities have decided not to <br />participate because the emissions inventory has been completed for their cities. <br />Resources Required <br />Costs for participating in the project include a $10,000 contribution (that may be paid <br />using the Waste Import Mitigation funds) and a $1,200 membership fee to join ICLEI <br />(which must be paid with other funds). In addition, both Alameda County and ICLEI <br />request a staff liaison and an elected official to be designated as the contacts for the <br />project; an estimated 40 hours of staff time will be needed to complete the project <br />deliverables which include: <br />• Develop greenhouse gas inventories <br />• Participation in workshop on the inventory/action plan process <br />• Customized Local Climate Action Plan development for use and potential <br />implementation by the City <br />Page 2 of 3 <br />
