5 <br />THE CITY OF <br />#°'°~°'~I ~~ "" CITY COUNCIL AGENDA REPORT <br />j~L£~S~NTONo <br />May 1, 2007 <br />City Manager <br />TITLE: ADOPT RESOLUTION TO JOIN THE ALAMEDA COUNTY CLIMATE <br />PROTECTION PROJECT <br />SUMMARY <br />In January 2007, the City Council included the consideration of the Alameda County <br />Climate Protection Project as part of their adopted work plan for 2007- 08. Council <br />expressed interest in the project and directed staff to bring it back for consideration. <br />The Climate Protection Project is being coordinated by the Alameda County Waste <br />Management Authority. Each city in Alameda County has been asked to participate. <br />The City is requested to direct $10,000 of their Waste Import Mitigation funds towards <br />the project which includes an energy audit conducted by International Council for Local <br />Environmental Initiatives. ICLEI initiated a national effort to understand, quantify and <br />reduce the activities that are contributing to global warming. They have focused on <br />local governments due to their impact and oversight within the community, as well as <br />their connection to the general public. Benefits to cities by reducing emissions, as <br />identified by ICLEI, include reducing City operating costs, improving air quality, <br />protecting public health, addressing traffic and other transportation issues, and <br />developing local economy and jobs. The project ultimately provides each participating <br />city with a customized implementation plan to reduce emissions. The action plan will <br />serve as a flexible "tool kit" with emissions reduction ideas and strategies to choose to <br />implement. Upon completion of the audit, there will be no requirement placed on the <br />City for implementing the strategies, rather it serves as guidelines for City consideration. <br />RECOMMENDATION <br />Staff recommends adoption of the attached resolution to join the Alameda County <br />Climate Protection Project. <br />FINANCIAL STATEMENT <br />It is recommended that the $10,000 project costs can be allocated from the Waste <br />Import Mitigation Funds the City receives from Alameda County, and a 1 year <br />membership in ICLEI totalling $1,200 from the General Fund. In both cases, there are <br />sufficient funds available. <br />
