Minutes <br />Planning Commissi <br />10/24/84 <br />withdrawn and the matter was continued to 11/28/84 to allow Cork <br />Harbour to obtain the signatures of the effected property owners <br />indicating they are in accord with the plan of 10/12/84. <br />PUD-84-11, Ollirep Properties <br />Application of Ollirep Properties for PUD (Planned Unit <br />Development) zoning and development plan approval for a 10 unit <br />clustered residential development proposed for the 0.98 acre site <br />located at 123 Ray Street. The property is zoned RM-1500 <br />(maximum of one unit/each 150 sq. ft. of lot area) District. A <br />negative declaration of environmental impacts will also be <br />considered. <br />Mr. Harris presented the staff report recommending approval of <br />this project. <br />Michael Cassutt, Carefoot-Cassutt, the architects indicated that <br />since the last Planning Commission meeting they have talked to <br />the homeowners of the area passing out plans for them to review. <br />They have talked to Mr. Cavestri who expressed concern with a <br />large tree on the property line which was damaging his patio <br />area. They are willing to remove the tree. The proponents were <br />apprised of a neighborhood meeting which took place last Sunday <br />and was informed by Mr. Cavestri that the neighbors support this <br />project. They have mitigated most of the concerns but are unable <br />to mitigate parking on Ray Street because they have no control <br />over this. <br />Commissioner Lindsey asked if the owner or the developer of the <br />project was present. Mr. Cassutt indicated that he was. <br />Commissioner Wilson asked how many parking spaces are on the <br />site. Mr. Cassutt indicated there are 20 and not 21 as shown. <br />Commissioner Wilson asked if there have been any changes in the <br />plans since the last meeting. Mr. Cassutt indicated the drive <br />island around the trees on Ray Street has been designed to <br />protect the trees. Commissioner Lindsey asked the applicant to <br />indicate the location of the trees. <br />Commissioner Lindsey asked Mr. Cassutt their preference with <br />regard to the tree on the Cavestri/Ollirep property. Mr. Cassutt <br />stated they prefer to have it removed as it is out of scale with <br />the balance of their landscaping plan. The large trees in the <br />front of the project are no problem. <br />Chairman Doherty asked for staff comment about the removal of the <br />tree. Mr. Harris felt that it is a nice large tree and staff has <br />recommended that it be retained. <br />Commissioner Wilson stated the City has a Heritage Tree ordinance <br />requiring trees to be retained but if they are retained the City <br />does not accept liability for them. <br />Commissioner Wilson asked about the height of the tree.
