PUD-84-14, CALLAHAN-PENTZ PROPERTIES ET AL <br />Application of Callahan-Pentz Properties and Valley Memorial <br />Hospital for PUD rezoning to reconfigure the zoning of the <br />approximately 61 acre site located at the northwest corner of the <br />Santa Rita Road and West Las Positas Boulevard. The property is <br />currently zoned "P" (Public and Institutional), PUD (Planned <br />Unit Development) Office and PUD (Planned Unit <br />Development)-RM-2500 (Maximum one unit/each 2500 sq. ft. of lot <br />area districts. Each of these zoning districts would remain but <br />would be reconfigured. The percentage of property within each <br />zoning district would not be changed. A mitigated negative <br />declaration of environmental impacts will also be considered. <br />Chairman Doherty stated that both of these matters will be heard <br />at the same time with the Planning Commission taking separate <br />action on each case at the end of the hearing. <br />Mr. Harris presented the staff report. <br />The public hearing was opened. <br />Joe Callahan, Callahan-Pentz Properties, indicated he concurred <br />with the conditions on the staff reports covering the proposed <br />General Plan amendment and rezoning. He reviewed the existing <br />General Plan land use designation showing the looped street. The <br />amendment will separate the office use with traffic going from <br />West Las Positas ultimately to the Hacienda interchange at I-580. <br />This represents an exchange of property between Morici <br />(Callahan-Pentz is purchasing this) and the Hospital property <br />which would conform to the recently approved design plan for the <br />hospital. The gross acreage will remain the same by zone type as <br />previously existed. Mr. Callahan reviewed the new and old <br />General plan and rezoning maps for the Commission and audience. <br />Chairman Doherty asked if this would give the hospital more <br />access. Mr. Callahan said it would. <br />Commissioner Innes asked there would be a six lane thoroughfare <br />going to the Hacienda interchange. Mr. Callahan presented the <br />proposed circulation and stated it would indeed be a six lane <br />road. <br />Larry Bartelson, Chairman of the Board of Directors, Valley <br />Memorial Hospital, indicated that they agree with what is being <br />proposed. <br />The public hearing was closed. <br />Mr. Harris indicated that there were conditions imposed on the <br />previous Morici zoning (Ordinance No. 792) which should have been <br />included in the current staff report for consideration by the <br />Commission. <br />Mr. Callahan stated that the conditions in Ordinance No. 792 <br />among other things states that "Development of the PUD zoned land <br />(for multiple residential and office uses) not precede <br />development of the hospital complex zoned public and <br />- 11 - <br />
