Commissioner Getty said most of the existing buildings in the <br />downtown area are built on their property lines so they are not <br />able to change the parking even if they wanted to. Commissioner <br />Lindsey would like the parking restrictions for the downtown area <br />to be eliminated. Mr. Harris asked Commissioner Lindsey if he <br />was talking about the C-C zoned property in downtown and <br />Commissioner Lindsey said he was. Commissioner Wilson had <br />concerns with the people who are members of the parking <br />assessment district being discriminated against because should <br />the parking restrictions be removed. It might not be equitable. <br />The public hearing was closed. <br />A motion was made by Commissioner Lindsey, seconded by <br />Commissioner Innes recommending that parking requirements for <br />the downtown area be eliminated for one year for the properties <br />in the C-C zones and that this decision be reviewed annually. <br />ROLL CALL VOTE <br />AYES: Commissioners Getty, Innes, Lindsey and <br />Chairman Doherty <br />NOES: Commissioner Wilson <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. 2520 was entered and adopted removing all parking <br />restrictions in the downtown area as motioned. <br />GP-84-10, Catholic Bishop of Oakland/EVH Partnership <br />Application of the Roman Catholic Bishop of Oakland and EVH <br />Partnership to amend the General Plan Land Use Element <br />designation from "High Density Residential to Commercial and <br />Offices of an approximately 13 acre site located at the southwest <br />corner of the intersection of the railroad tracks of the Southern <br />Pacific Transportation Company and Bernal Avenue. Zoning for the <br />property is PUD (Planned Unit Development)-High density <br />Residential District. A negative declaration of environmental <br />impacts will also be considered. <br />PUD-84-8, Catholic Bishop of Oakland/EVH Partnership <br />Application of the Roman Catholic Bishop of Oakland and EVH <br />Partnership for PUD rezoning and development plan approval for an <br />office/retail commercial complex of approximately 169,700 sq. ft. <br />on an approximately 13 acre site located at the southwest corner <br />of the intersection of the railroad tracks of the Southern <br />Pacific Transportation Company and Bernal Avenue. Present zoning <br />for the property is PUD (Planned Unit Development)-High Density <br />Residential District.
