electronic control system, maintenance equipment, and others. The 2002 replacement <br />value of the City's entire water assets was estimated to be $209 millions. The 2002 <br />Water Replacement and Improvement Study estimated water assets have depreciated <br />$81 million in the past. <br />The recommended Professional Services Contract with Carollo Engineers will update all <br />of these costs and include all City water and wastewater assets that have been added <br />since 2002. <br />DISCUSSION <br />Consultant Selection Process <br />The City sent out Requests for Proposal (RFPs) to fourteen consultants that have an <br />expertise in this type of asset management review. We received proposals from two <br />consultants: Craig Lawson, Utility Management Consultant, and Carollo Engineers. <br />Both consultants are known and respected for their experience and expertise in <br />developing similar studies in the industry. <br />An internal City panel consisting of representatives from the City's Public Works, <br />Finance and Economic Development Departments reviewed the proposals received. <br />The review panel selected Carollo Engineers as the most qualified firm. <br />Staff has contacted references provided by Carollo Engineers and all references <br />provided positive feedback for the quality of work and responsiveness by the consultant <br />for similar AMP projects. As a result, City staff is recommending Carollo Engineers <br />perform the 2007 AMP Update. <br />Protect Budget <br />The consultant contract is attached to this staff report and the projected fee is $74,137. <br />Since this is the first comprehensive water and wastewater AMP analysis performed for <br />the City since 2002, and Carollo Engineers has not performed any of the City's past <br />AMP studies, staff anticipates a number of additional hours may be needed to develop a <br />transition from the past Replacement/Improvement Studies to the current AMP effort. <br />Hence, staff is requesting a contingency amount of $11,163 (approximately 15%) be <br />added to the scope of services amount to allow for this possible extra work. In total, the <br />cost for this project, on atime-and-material basis, is not-to-exceed $85,300, to be split <br />equally between the water and sewer enterprise funds. <br />Scope of Work <br />The attached consultant contract with Carollo Engineers includes a detailed scope of <br />work to complete the water and wastewater AMP study. The AMP work effort for both <br />the City's water and wastewater systems requires between 16 and 24 weeks to <br />complete, dependent upon City review time, data collection and provision <br />Page 3 of 4 <br />
