16 <br />THE CITY OF <br />YY ~ Y Y .1. 111 <br />~L£~S~4NTONa <br />CITY COUNCIL AGENDA REPORT <br />May 1, 2007 <br />Public Works Department <br />TITLE: AWARD OF A PROFESSIONAL SERVICES CONTRACT TO CAROLLO <br />ENGINEERS TO PROVIDE THE CITY'S 2007 WATER AND <br />WASTEWATER SYSTEMS' ASSET MANAGEMENT PLAN (AMP) UPDATE <br />SUMMARY <br />An Asset Management Plan is a short- and long-term financial planning tool to assure <br />the City adequately funds, through the City's utility rate and fee structure, the future <br />renewal, replacement and improvement of its water and wastewater systems. <br />The cost of the AMP update by Carollo Engineers is anot-to-exceed amount of <br />$74,137. Staff recommends adding a 15% contingency ($11,163) to the contract <br />amount of $74,137, for any unforeseen or expanded study issues that may occur during <br />the AMP effort. This would bring the total budget allocation to $85,300 to be split <br />equally between the City's water and wastewater replacement/improvementfunds. <br />RECOMMENDATION <br />1. Award and authorize the City Manager to execute the attached "Contract for <br />Consultant Services" with Carollo Engineers to develop an Asset Management Plan <br />Study for an amount of $74,137 with an additional contingency amount of $11,163 for <br />a not to exceed expenditure of $85,300. <br />2. Allocate $42,650 from the City's Capital Improvement Project No. 062002, Annual <br />Sewer Replacement Projects, to pay for the sewer enterprise share of these services <br />and $42,650 from Capital Improvement Project No. 001000, Annual Water <br />Replacement Projects, to pay for the water enterprise fund share of these services to <br />be used to fund the total cost of this project ($85,300). <br />FINANCIAL STATEMENT <br />The results of the AMP update will be presented to the City Council upon completion. <br />Depending upon which financial strategy and alternative is chosen, the impacts of the <br />study may affect the City's local water and wastewater user fees and charges. <br />
