MINUTES <br />PLhNNING 30M~IISSION <br />6/13/84 <br />Page 17 <br />in view of the change in the general plan concerning the increase in jobs vs. <br />housing ratio. Only 3% of undeveloped residential parcels is available for <br />high density. <br />Mike Parsons, Executive Director of the Pleasanton Housing Authority discussed <br />housing needs in the City. He urged approval of housing for low income and <br />seniors. They have every right to live in town. He urged the City attempt <br />to meet the goals it sets. Commissioner Wilson asked if Mr. Parsons was suggesting <br />that the growth rate be changed. Mr. Parsons indicated that it might be necessary <br />to do so. He indicated that some reasonable percentage needs to be set aside <br />for low income housing. Commissioner Wilson indicated that the City has a <br />2% growth rate and that the cost of property is very high. Housing property <br />is about $135,000 per acre. He said the City can't afford the luxury of putting <br />20 units on one acre. Mr. Parsons indicated that his is not talking about <br />a give-away situation but some reasonable approrach to producing low income <br />housing. <br />Jerry, Case, Chairman Human Services Commission, is concerned with senior and <br />low income housing. He stated that one way to address the value of land is <br />to propose a 14-16 story building in the area, however, that wouldn't fit with <br />Pleasanton's lifestyle. He expressed the need for such housing and addressed <br />the number of units available vs the need for low cost housing. <br />Commissioner Innes stated that the main thing people should keep in mind is <br />that this is just a report on the existing Housing Element. This does not <br />preclude City Council from looking into comments and recommendations of the <br />Industrial General Plan Review Committee. <br />The public hearing was closed. <br />A motion was made by Commissioner Getty, seconded by Commissioner Lindsey that <br />the negative declaration prepared for case GP-84-5 be recommended for approval <br />inasmuch as adoption of the Housing Element Update would have no significant <br />effect on the environment. <br />ROLL CALL VOTE <br />AYES: Commissioners Getty, Innes, Lindeey, Wilson and <br />Chairman Doherty <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. 2485 was entered and adopted recommending approval of the negative <br />declaration as motioned. <br />A motion was made by Commissioner Getty, seconded by Commissioner Wilson that <br />the Housing Element Update be recommended for approval•as presented. <br />-17- <br />
