BACKGROUND <br />In an effort to assist the community, the City of Pleasanton has been participating in the <br />National Flood Insurance Program (NFIP). As part of the program, a FEMA <br />representative conducts Community Assistance Visits every five years to verify the <br />City's procedures for flood damage prevention and to provide assistance if the City is <br />experiencing any problems in implementing the program. Typically, FEMA examines <br />several properties in a flood zone and reviews the associated building permit <br />applications and plans for compliance with floodplain regulations and the City's <br />ordinances. Based on FEMA's review, the City is in compliance with the City's existing <br />floodplain regulations. However, since the original adoption of the "Flood Damage <br />Prevention" ordinance, floodplain designations and descriptions have been modified <br />and expanded upon. As part of our CAV review, FEMA has recommended an update <br />to the City's current ordinance, reflecting these changes. Changes to the ordinance are <br />minor in nature, adding the definition of terms used within the ordinance and adding a <br />reference to an Alameda County Flood Insurance Rate Map (FIRM) that covers areas of <br />land recently annexed to the City limits. By incorporating the recommended changes, <br />the City ordinance will conform to the model ordinance approved by FEMA.
