MINUTES <br />PLANNING COMMISSION <br />May 9, 1984 <br />Page 8 <br />A motion was made by Commissioner Getty, .seconded by Commissioner Lindsey that <br />case PUD-82-18-5D be recommended for approval subject to the conditions shown in <br />the staff report. <br />ROLL CALL VOTE <br />AYES: Commissioners Getty, <br />NOES: None <br />ABSENT: Chairman Doherty <br />ABSTAIN: None <br />Lindsey and Vice Chairman Wilson <br />Resolution No. 2473 was entered and adopted recommending approval of case PUD-82-18-5D <br />as motioned. <br />Z-84-126, Hirst/Boatright <br />Application of Downtown Centre II for design review approval of three commercial <br />buildings totalling approximately 16,300 sq. ft. and related facilities on an approximately <br />one acre site at 235 Main Street. Zoning for the property is C-C (Central Commercial)/Civic <br />Overlay District. A negative declaration of environmental impacts will also be considered. <br />Mr. Glenn presented the staff report recommending approval of this project. Since <br />this project is in the Civic Center Overlay, it will go on to City Council for final action. <br />Commissioner Lindsey discussed parking and asked how it would be controlled. Mr. <br />Glenn indicated that this is monitored as tenants come to the City for zoning clearance <br />for their uses. <br />Acting Chairman Wilson asked if staff had taken into consideration the parking problems <br />that have existed on this site in the past. Mr. Glenn indicated that the City has. Mr <br />Glenn indicated that as a project gets larger one gets more benefit of the parking lot. <br />Commissioner Getty indicated that as uses are being expanded for the area, it is nice <br />to think that one drives to the shopping center and walks to more than one business <br />establishment. She indicated that downtown design guidelines are being drafted and <br />one of the strong points is to eliminate driveways coming off of a main thoroughfare. <br />She was not sure that the parking layout and circulation in the shopping center is the <br />best that it could be. She felt that an exit on Bernal Avenue would eliminate a lot <br />of cars from pulliing in and out. She felt that perhaps circulation should be addressed <br />by staff. Mr. Glenn asked if Commissioner Getty was asking about the Edgren house. <br />She indicated she was and felt that this would be advantageous to the circulation system <br />of the center. Mr. Glenn acknowledged that she had a good point. <br />Vice Chairman Wilson asked whether or not the site consisted of two parcels and whether <br />or not the applicant is going to combine them. He expressed concerns with properties <br />being sold with no reciprocal parking agreement. <br />The public hearing was opened. <br />Bill Hirst, 147 Bernal Avenue, addressed Condition No. 2 with one-third being devoted <br />to retail. They acknowledge that this will be the situation and didn't believe they would <br />have any problems meeting the requirements.
