MINUTES <br />PLANNING COMMISSION <br />April 11, 1984 <br />Page 8 <br />Mr. Stuhr opposed the staff recommendation and stated that traffic would <br />increase 500% and questioned the conclusion that 200 trips would be <br />detrimental. Mr. Harris explained that this was a peak hour count. Concerning <br />Plan B, cutting right angles will be a safety hazard. Regarding Plan <br />D and the fact that the bridge would not be convenient for users from <br />the east side of town, he questioned five cars at the peak hours. He coaches <br />Little League and has five boys from the Meadows. He asked where the <br />two-five percent came from. Mr. Harris said it came from a report by <br />TJKM. <br />Commissioner Wilson then asked about the map submittal of Crocker Homes <br />when the condition discusses access. Mr. Bartelson stated that is the <br />reason they are here. He explained that the General Plan Committee has <br />made a recommendation that access be studied for the park and that unofficially <br />the City has said they would entertain an access point. <br />CommissionerWilson asked how many years the access has been shown on the <br />general plan. Mr. Harris stated it is not on the general plan. All streets <br />do not appear on the general plan. <br />Mr. Harris posted Tentative Tract 4551 on the board for everyone's perusal. <br />Bob Jones, 4868 Mohr Avenue, said he likes the alternative using the bridge. <br />They realize the City needs emergency access to Sports Park and the Parkside <br />development from the east side of the City. Pedestrian access is also <br />needed. He then presented their proposal with a bridge to West Las Positas. <br />Commissioner Lindsey indicated that one of theprevious concerns was keeping <br />business park traffic out of residential areas. Mr. Jones wasn't sure <br />this would be a big problem. <br />Rick MacMillon, 4712 McHenry Gate (corner of Suttergate) presented his <br />plan. His concept was to have a street with no houses fronting on it, <br />with two cul-de-sacs. <br />Commissioner Doherty asked about Mr. McMillon's plan and how wide the <br />street would be from curb to curb. Mr. McMillon indicated it would be <br />from 42'-45'. CommissionerWilson asked Mr. McMillon if he had any idea <br />whether or not any lots would be lost with his proposal. Mr. McMillon <br />did not know. <br />Commissioner Doherty asked Mr. McMillon if he had taken into consideration <br />the Crocker property and what happens when the bridge is constructed across <br />the Arroyo and also whether or not they have considered the impacts on <br />the Hacienda Business Park property. He asked Mr. McMillon if either <br />he or his neighbors have contacted either developer with this regard. <br />Mr. McMillon said they have not. <br />Mr. Jones spoke again urging the developer to live up to the conditions <br />imposed on Ordinance No. 885. <br />-8- <br />
