Page 3 <br />Minutes <br />Planning Commission <br />3/28/84 <br />UP-84-7, Foster Excavatin , Inc. <br />Application of Joe Foster E cavating, Inc. for a conditional use permit to <br />operate a contractor's stor ge facility and equipment rental business at <br />3932 Old Santa Rita Road. ooing for the property is C-S (Commercial Services) <br />District. <br />Mr. Harris presented the st ff report recommending approval for a three year <br />period and requiring virtua ly no improvements. He indicated that if the <br />application is granted for longer period, improvements would be required. <br />Commissioner Doherty stated that Skinner has 'spruced up' the old nursery <br />property and has screened t e equipment from the street. Bar Fence Company <br />has moved in heavy equipmen which is not screened. <br />He felt that this business s an eyesore. <br />Commissioner Wilson knows J e Foster and the work he has done and felt certain <br />that if the City requested hat he clean up the premises, there would be <br />no objection. <br />Commissioner Lindsey then a ked about the proposed three year limitation. <br />Mr. Harris stated that this limitation was placed on the. use permits of <br />Skinner and Auf der Maur an they were not required to make any improvements <br />either. Mr. Skinner improv d his property voluntarily. <br />Commissioner Wilson asked h w soon the improvements would be done to Santa <br />Rita Road. Mr. Harris sugg sted that perhaps some of the representatives <br />of the Hacienda Business Pa k could answer this as there are several in the <br />audience. <br />Commissioner Doherty asked bout the cost of wooden fences across the front <br />of the property. Commissio er Wilson said the cost is about $10 or less <br />per foot. <br />Commissioner Lindsey asked about the fencing on the premises at the current <br />time. Mr. Harris felt that this fencing is in pretty good shape. <br />Chairman Jamieson asked ho much time has elapsed on the conditional use <br />permits of Auf der Maur and Skinner. Mr. Harris believed it to be less than <br />a year. Chairman Jamieson oticed that Santa Rita Road is real dusty and <br />has heard many complaints t at the street is continually being torn up for <br />undergrounding. Mr. Warni stated there are a lot of different activities <br />going on and the workers c n't all work in the same spot at the same time, <br />but that an effort is made to coordinate the work activities. <br />The public hearing was ope~ed. <br />Marshall D'Bisshup, Foster Excavating, 6015 Scarlett Ct. reviewed the staff <br />recommendations and concur with all of them except numbers 4, 5, 6, and <br />7. Mr. Harris stated that the property owner has to sign the application <br />and it is not at all unusu 1 to ask for dedications per conditions number <br />4 and 5 -- it is the prope ty owner's obligation. <br />-3- <br /> <br />
