BACKGROUND <br />The City of Pleasanton operates the Pleasanton Paratransit Service (PPS), which <br />provides transportation to Pleasanton/Sunol residents 60 years or older, and to disabled <br />residents of any age. The proposed FY 2007/08 operating budget for PPS is $635,835. <br />Revenues for FY 2007/08 are anticipated to include $60,887 from MTC 4.5, $90,661 <br />from Alameda County Measure B, $55,000 in fare box receipts, and the City's match of <br />$429,287. This local match represents 67% of the total PPS budget. <br />The Alameda County Transportation Improvement Authority (ACTIA) has established a <br />funding formula for the distribution of Measure B (dedicated sales tax) funds to provide <br />special transportation for seniors and persons with disabilities. Each eligible agency <br />must submit a funding application, including an eligibility statement and required <br />Board/Council Resolution (Attachment A), which is reviewed by ACTIA. Funding <br />recommendations are then forwarded to the Paratransit Advisory Planning Committee <br />(PAPCO) for consideration, and on to the ACTIA Board of Directors for final approval. <br />Pleasanton's FY 2007/08 Measure B application is for $90,661. <br />As part of this year's funding application, City and ACTIA staff worked to realign budget <br />categories. As a result, the following categories have been adjusted: all staff costs <br />included under labor and fringe benefits; office supplies, field supplies, advertisement, <br />and driver medical examines listed under administrative costs; fuel added to <br />transportation costs; and management costs split into three (3) distinct categories - <br />management, outreach, and training. <br />Included as a pilot project proposal in the FY 2007-08 Measure B application is a Fixed <br />Route Service (FRS), a creative and cost-effective transit alternative for PPS clients that <br />have minimal mobility limitations. The pilot FRS would consist of apre-determined, <br />scheduled route throughout Downtown Pleasanton requiring no reservations. Clients <br />could access the route at any stop, at a cost of $1.25, no matter how many times they <br />get on/off during the day. The entire loop would not exceed 45 minutes from any key <br />point of entry, and would operate Monday-Thursday, from 9:00 a.m. to 4:00 pm. <br />Staff is recommending a $0.50 PPS fee increase, which is reflected in the projected <br />revenues. The new suggested fees would be: Residents, In-Town Service $2.50, and <br />Out-of-Town $3.00; Residents living in Sunol and unincorporated areas of Pleasanton, <br />In-Town Service $3.00, and Out-of-Town $3.50. The last PPS fee increase was in FY <br />2004-05 (also $0.50), and the new fee structure would be consistent with Wheels Dial- <br />A-Ride fees. <br />The MTC TDA 4.5 funding application is attached, and a similar funding <br />application/formula is used to distribute these funds. Claims are reviewed by MTC and <br />forwarded to the Alameda County Board of Supervisors for consideration and approval. <br />Pleasanton's FY 2007/08 MTC 4.5 application is for $60,887. <br />Page 2 of 3 <br />
