Hearing no further requests to speak, the public hearing was closed
Councilmember Sullivan indicated he would like to see how the City could help the LARPD
Friendship Center and explore further options for funding.
Mayor Hosterman indicated she would like to have a better understanding of what their
needs are and what their future funding needs will be.
Mr. Fialho indicated the City can work with Livermore to address concerns regarding the
Friendship Center.
Councilmember Cook-Kallio indicated she would like to know how many people the center
serves, whether or not there is a huge waiting list, whether or not there is an issue as to
where the building is located, or is there an issue with neighborhoods.
Councilmember McGovern indicated she is still thinking about the Senior Center and
whether or not it provides this service and whether or not more people in Pleasanton could
be served if we look at partnering them with our Senior Center. She added that perhaps
the Council should consider keeping the administrative 20% that is there, but taking that
same amount of money from the General Fund.
Councilmember Sullivan supported staff's recommendation on the grants with the addition
of looking at the LARPD program needs and options on how Pleasanton and Livermore
might participate. He indicated the Senior Center should also be looked at to see if
someone could be employed there. He also indicated he would go along with the one
year of transferring staff's administrative fee of $57,000 to the grant programs. He
supported starting the process with the Human Services and Housing Commissions to
review both grant programs for fiscal year 2008/09, including how it is done, and if funding
should be increased.
Mr. Fialho clarified that this is a priority for fiscal year 2008/09 and that staff is looking at
not only revamping the process, but increasing the earmark for social services. That the
City fund the equivalent of the 20% administrative fee from the General Fund for that fiscal
year rather than this one since we're in the midst of social services grants this year. He
noted that this would be the preferred approach and would be consistent with Council
priorities.
Motion: It was m/s by Sullivan/Thorne, to adopt Resolution No. 07-102 approving the
allocation of Federal and City Funds Relative to the Community Development Block Grant
(CDBG) and Home Investment Partnership Program (HOME) Funds for Fiscal Year 2007.
Motion passed by the following vote:
Ayes: Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman
Noes: None
Absent: None
City Council Minutes 9 April 3, 2007
