the CDBG funding cycle. In response to this funding; staff, Human Services and Housing <br />Commissions have completed its application review and funding allocation process. This <br />report summarizes the allocation process and makes a funding recommendation for the <br />upcoming fiscal year. <br />He noted the Human Services Commission met on March 7 to consider non-housing <br />related applications and its recommendation is detailed on Attachment 1/Table A in the <br />sections labeled "Public Services" and "Capital/Rehab." In addition, as a supplemental <br />recommendation, it is recommended the Council try to identify additional City funding, <br />including consideration of using the CDBG funds normally reserved for program <br />administration ($57,079 for FY 2007), for the relocation of the LARPD Friendship Center. <br />Staff concurs with the Commissions' recommendations and recommends adoption of the <br />resolution approving the allocation of federal and city funds for the Community <br />Development Block grant Program for fiscal year 2007/2008 as detailed in Attachment <br />1lTable A. <br />Councilmember McGovern stated it would be helpful to have a list of all the people who <br />had applied for funding so that she could have a better understanding of how the $1 <br />million was distributed. That would also give the Council an opportunity to address any <br />future funding in the future. <br />Councilmember McGovern also added that in the future, it would be helpful to have the <br />Minutes of the Housing Commission and Human Services Commission to help in the <br />decision-making process. She additionally asked if staff has considered letting Senior <br />Support Service use the City's Senior Center and staff noted they have not recently <br />reviewed that. <br />Discussion ensued regarding funding of civic arts and other projects that might be of <br />importance to the City, such as the Open Heart Kitchen. <br />Mr. Fialho noted that the Social Services Grants will be considered next month. <br />Council discussion ensued regarding the possibility of reviewing both grant programs at <br />the same time to make it less confusing. <br />Mayor Hosterman opened the public hearing. <br />Meribeth Detweiler addressed the City Council as Chairperson of the Human Services <br />Commission. She indicated she fully supports the Human Services Commission and staff <br />recommendations. She noted they are meeting tomorrow night to hear the city grant <br />requests. The Commission requested that the City forego the use of the 20% of the <br />CDBG Funds for the administration costs. She added on the city grant side, there is <br />$130,000 total to allocate. Regarding the Friendship Center, she noted they serve seniors <br />in the entire Tri-Valley and indicated she hopes the City might allocate their 20% of the <br />CDBG Funds to help in their relocation. <br />Audrey Perrott addressed the City Council as the Program Director for Echo Housing. <br />She thanked the Council for their generous support of the agency.
