on the maps. Volumes for selected road links are shown in Attachments 13 and 14, and
in Tables 2 and 3, below. Attachments 13 and 14 compare volumes both with and
without the Stoneridge Drive extension as well as show the differences between the
three land use scenarios. Attachments 15 and 16 show changes in the pattern of traffic
City-wide as a result of the Stoneridge Drive extension, in the a.m. and the p.m. with red
showing an increase in flow and green showing a decrease in flow.

Table 2: AM Volumes without and with Stoneridge Drive Extension

AM Volume Differences
LOCATION/LAND USE PLAN' DG TOO TOO
Plan Plan Plan
Hopyard Rd S/O 1-580 5580 5630 5630 5600 5560 5660 20 -70 30
-- -.-- -
Hacienda Dr S/O 1-580 4950 5030 5040 4970 4760 4830 20 -270 -210
Santa Rita Rd S/O 1-580 3810 3860 3860 3330 3280 3280 -480 -580 -580
Stoneridge Dr W/O EI Charro Rd 630 630 630 2310 2250 2330 1680 1620 1700
Stanley Blvd W/O EI Charro Rd 4660 4690 4660 4710 4660 4710 50 -30 50
Valley Ave W/O Busch Rd 3020 3040 3020 2510 2510 2660 : -510 -530 -360
Santa Rita Rd N/O Valley Av 4270 4370 4240 4320 4350 4200 50 -20 -40
--
Sunol Blvd E/O 1-680 4530 4520 4550 4510 4530 4480 -20 10 -70
Bernal Ave E/O 1-680 4830 4930 4860 4920 4910 4970 90 -20 110
Valley Ave N/O Koll Center Pkwy 2430 2480 2420 2480 2470 2460 50 -10 40
W Las Positas Blvd E/O 1-680 2060 2170 2130 2100 2160 2120 40 -10 -10
Stoneridge Rd E/O 1-680 5500 5590 5570 5590 5560 5650 : 90 -30 80
, CP Plan = Consensus Preferred Land Use Plan; DG Plan = Dispersed Growth Land Use Plan; TOD
Plan = Concentrated Residential/Transit Oriented Development Land Use Plan (ITE rates).

The Stoneridge Drive extension has several impacts on the distribution of traffic. With
the extension, the function of Stoneridge Drive changes from a minor arterial street to a
major arterial street. In the a.m., volumes increase from about 630 west of EI Charro
Road at build-out, to about 2,300. At the same time volumes drop on Santa Rita Road
south of 1-580 (from approximately 3,800 to 3,300) and on Valley Avenue west of Busch
Road (from about 3,000 to 2,550). The Dispersed Growth and Transit Oriented
Development land use options result in more widespread decreases in volumes as
compared to the Consensus Preferred Plan.

In the evening peak hour, volumes on Stoneridge Drive west of EI Charro Road
increase from just over 1,000 trips to about 3,300. At the same time volumes decrease
on Hacienda Drive south of 1-580 (from about 6,100 to 5,600), on Santa Rita Road
south of 1-580 (from about 4,900 to 4,400), on Stanley Boulevard west of EI Charro
(from about 5,200 to about 4,950) and on Valley Avenue west of Busch Road (from
about 3,900 to 3,350 vehicles).
