Minutes <br />Planning Commissic <br />12/11/85 <br />supported by all of the Commissioners and Mr. Swift, indicated a <br />draft bolicv could be prepared in approximately one month. <br />OLD BUSINESS - Public Hearings <br />GP-85-8, Johnson Foundation <br />Application of the Walter Johnson Foundation to amend the Land <br />Use Element designation of the General Plan to redesignate an <br />approximately 35.8 acre site east of Foothill Road from Low <br />Density Residential to Medium Density Residential and redesignate <br />an approximately 173.2 acre site west of Foothill Road and below <br />the 670 elevation from Public Health and Safety to Low Density <br />Residential. <br />PUD-85-15, Johnson Foundation <br />Application of Walter Johnson Foundation for PUD (Planned Unit <br />Development) zoning and development plan approval for 272 unit <br />complex containing 83 custom home sites and 189 townhouses on an <br />approximately 316 acre site located on the east and west sides of <br />Foothill Road just north of the Castlewood Country Club. Zoning <br />for the property is "A" (Agricultural) District. <br />The public hearing on the two applications and environmental <br />impact report was continued from the November 26, 1985 Planning <br />Commission meeting. <br />Chairman Wilson announced that inasmuch as Commissioner Wellman <br />was absent from the previous meeting, she would not be <br />participating in the decision-making of the two applications and <br />would be replaced by Alternate Commissioner Michelotti as was the <br />case November 26, 1985. <br />Mr. Swift presented the staff report dated 12/11/85. He asked <br />that Condition No. 22 of the staff report be modified to <br />eliminate "and for Bernal Avenue from Foothill Road through the <br />I-680 intersections." Also, at the request of the applicant he <br />asked that Condition No. 31 be added to read "Upon recordation of <br />the final subdivision map, the developer shall offer to sell to <br />each of the three presently existing homeowners whose lots abut <br />lots 23 and 24 in the proposed site plan a 20' strip of land <br />abutting each of these lots. The 20' strips will be offered for <br />sale by the developer to the three homeowners upon reasonable and <br />mutually acceptable terms and conditions including price." <br />The public hearing was reopened by Chairman Wilson. <br />Mr. Swift stated that the Park and Recreation Commission met last <br />night on the issue of park access to the subject site and adopted <br />two resolutions which have now been distributed to the Planning <br />Commission for review and consideration. At the last Planning <br />Commission meeting the Commission tended toward eliminating a <br />public road for access through the development to the park <br />itself.
