Minutes <br />Planning Commissio <br />September 25, 1985 <br />Wellman indicated there would be a formalized report presented to <br />the Commission at a later time. <br />PUD-85-10, Hopyard Partners <br />Application of Hopyard Partners for Planned Unit <br />Development-Central Commercial rezoning and development plan <br />approval to construct a 7,350 sq. ft. daycare facility, on 8,000 <br />sq. ft. commercial office building and additional parking area <br />(over the Pleasanton Canal) north and east of an existing <br />shopping center located at the northeast corner of Valley Avenue <br />and Hopyard Road (Hopyard Village). Zoning for the properties <br />are CC (Central Commercial) and nPn (Public and Institutional) <br />Districts. <br />Mr. Swift presented the staff report recommending approval of <br />this application. He asked that Conditions No. 11 and 12 be <br />modified adding "except for 2,000 net office floor area for the <br />second floor;" and that 15,280 sq. ft. be changed to 17,280 sq. <br />ft. <br />Commissioner Innes asked if staff feels comfortable with the <br />circulation of the shopping center as in his opinion under the <br />best of circumstances the circulation in the center is poor. He <br />addressed the entrance going southbound to the Corner House and <br />asked whether or not the traffic committee has reviewed this from <br />a circulation aspect. Mr. Okamura stated they have reviewed it <br />and are now making a minor recommendation on the west entrance of <br />the proposed parking structure. The entrance will be moved <br />easterly. The present entrance is very close to Hopyard Road. <br />Mr. Swift indicated that staff, the applicant and neighbors <br />reviewed various parking alternatives. Commissioner Innes asked <br />how much of the parking on the eastern end of the center will be <br />used by the future building. Mr. Swift explained that the parking <br />will be used for the 7,000 sq. ft. office and La Petite Academy. <br />Commissioner Innes had concern with the parking area being locked <br />off at 7:OOpm. Staff recommended 7:OOpm closure because it was <br />felt that the office wouldn't be open after this time and many <br />retail stores won't be open after 7:OOpm either. Commissioner <br />Innes did not feel this is the case in that retail stores are <br />open to 9:OOpm or 10:00pm. He indicated that if a business <br />similar to a radio shack located in the new area 700 of the <br />traffic would be generated between 5:OOpm and 9:OOpm and Saturday <br />and Sunday. Mr. Swift stated there is no known tenant for the <br />proposed building. <br />Vice Chairman Lindsey asked if all of the tenants in the shopping <br />center were notified of this application. Mr. Swift indicated <br />that the City did not notify them. <br />Commissioner Michelotti concurred with Commissioner Innes that <br />the operation of locking the gate to the parking area on the east <br />side will be difficult and a tough issue to address. <br />The public hearing was opened. <br />- 2 - <br />
