High Density Residential and ask that we designate this parcel
VHDR.
After some discussion, it was the consensus to redesignate to
Commercial and Office with Very High Density Residential as an
alternative to be evaluated in the EIR.
Parcel 4 - T.M.I.: Mr. Robert W. Fitzpatrick, #6 Upper Newport
Plaza, Newport Beach, California, read a letter which stated that
T.M.I. wishes to go on record as opposing the staff
recommendation to designate the property as an urban reserve.
The consensus was to redesignate 32 acres from Agriculture and
Grazing to Medium Density Residential; and 3 acres of the 120
area portion from LDR to P &R for use as an historical park
featuring the Alviso Adobe. The entire 152 acre parcel should be
designated as an "urban reserve" and not developed until 1996 or
later.
Parcel 5 - SFWD: Mr. MacDonald was asked that if this parcel is
zoned Park & Recreation, are we required to purchase it. Mr.
MacDonald answered that we don't have to buy it until we are
ready. He pointed out that property owners have the right to
reasonable use of their land. He also said that with the
appropriate findings, we can put these particular parcels in
urban reserve.
The consensus was to redesignate 193 acres from A &G to P &R for
possible use as a golf course. The entire parcel should be
designated as an "urban reserve" and not developed until 1996 or
later.
Parcel 6 - Johnson: This parcel is to be discussed at tomorrow
night's City Council Meeting. No action was taken.
Parcels 7 & 8 - SFWD: Mr. Tony DeLucchi, City and County of San
Francisco, 25 Van Ness Avenue, San Francisco, stated that with
one exception, he supported the proposed zoning. He asked that
these properties be excluded from the urban reserve designation.
The consensus was to redesignate the entire 344 acres from
Agriculture & Grazing or Industrial and General and Limited
Industrial to an urban reserve area containing mostly Medium
Density Residential with some High Density Residential,
Commercial & Office, Public & Institutional and Park &
Recreation. The urban reserve area should not be developed until
1996 or later.
Parcel 9 - Kaiser: Mayor Brandes asked if the Council chose not
to allow a hospital on this site, would they have to go back to
C &O and then could they do either one.
Commissioner Innes stated that there would be more emphasis if we
kept it as it is.
9
