that with a moderate amount of work it can be retained. If the <br />lot line is moved lower, then the owner of that lot would be <br />responsible for the slope. If the lot line is moved from the <br />lower portion to the upper portion, the applicant will gain 3,000 <br />sq. ft. to the lower site. This would appear to address staff's <br />concerns. Mr. Glenn felt that if all of the recommendations in <br />the geotechnical report are carried out, development of the area <br />should be okay. Mr. Glenn reviewed the drainage plan for the <br />project. <br />Commissioner Inner discussed the environmental assessment of the <br />project and stated that in the past there have been significant <br />flooding problems in the area. Mr. Glenn acknowledged that <br />significant drainage work will have to be done. <br />Darryl Alexander, Land Surveyor, reviewed the drainage of water <br />on Foothill Road in the vicinity of the proposal. A French-type <br />drain type system is proposed in the geologic report and this is <br />what is intended to be installed. Commissioner Innes discussed <br />plugged storm drains in the area with debris coming down the <br />culverts. Mr. Alexander stated there hasn't been sufficient <br />engineering done to this time regarding this particular item. <br />Chairman Wilson then asked about the runoff between this proposal <br />and the Upshaw property. Mr. Alexander stated that their <br />proposal would have no effect with regard to runoff onto the <br />Upshaw property. <br />Commissioner Wellman asked for a comparison of the size of the <br />lots with and without a lot line adjustment. The applicant <br />reviewed the various lot sizes. <br />Mr. Glenn stated that concerning the leach field and septic tank, <br />they will be removed prior to development. The project is to be <br />serviced with a public sewer system. Mr. Glenn reviewed the <br />layout of the grove of Eucalyptus trees as well as the oak tree. <br />Commissioner Innes indicated that it would appear the way the <br />property lines are laid out that if the Eucalyptus trees are <br />removed so would the screening between Upshaw's property and Lots <br />5 and 6. Mr. Glenn stated that the City has a very strict policy <br />concerning trees. <br />Commissioner Innes asked Mr. Swift about the legalities of <br />changing the direction of the runoff. Mr. Swift reviewed <br />surcharged water and drainage with regard to liability. <br />Chairman Wilson stated that Boatright's property had a drainage <br />system which was supposed to handle runoff and in fact Chairman <br />Wilson's property on the other side of the street lost fences and <br />suffered erosion. <br />Dr. Hari Puri, 3885 Foothill Road, (owner of the property) urged <br />approval of their proposal. He thanked the members of the <br />Planning Commission for their attention and thanked Commissioners <br />Wellman and Inner for visiting the site.
