MINUTES
Planning Commission
Tuesday, November 25, 1986
has done a good job in attaining its goal of 75% single-family vs
25% multiple housing goal.
Commissioner Michelotti complemented the developers on this
project.
Commissioner Wellman stated because of her recent experience with
the Federal government in the Post Office approval, she would
support staff's recommendation in Condition No. 24. She would,
perhaps, entertain a modification to the condition, but not to
have it deleted entirely.
Commissioner Innes alluded to the fact that there are other
projects waiting in the wings. He felt whatever was done on this
project would set a precedent. Commissioner Innes stated that if
the Commission entertains a modification to Condition No. 24, it
should say "...all approvals have been received." The
Commissioners then discussed modification of Condition No. 24 in
various forms.
The time frame for Caltrans and federal government approvals was
then discussed by the Commissioners.
Chairman Lindsey felt that once the City as received federal
approval and the environmental document is finaled, it would be
reasonable to expect that the interchange would be constructed.
Chairman Lindsey suggested that Condition No. 24 be modified to
reflect constructed can commence once federal and environmental
document approval have been completed.
Commissioner Michelotti stated that if Condition No. 24 is
removed, she would not support the project.
A motion was made by Commissioner Wellman, seconded by
Commissioner Hoyt to recommend approval of the Negative
Declaration prepared for Case PUD-81-22-1M as project approval
would have an insignificant effect on the environment.
ROLL CALL VOTE
AYES: Commissioners Hoyt, Innes, Michelotti, Wellman and
Chairman Lindsey
NOES: None
ABSENT: None
ABSTAIN: None
Resolution No. 2867 was entered and adopted recommending approval
of the Negative Declaration prepared for Case PUD-81-22-1M as
motioned.
A motion was made by Commissioner Wellman, seconded by
Commissioner Hoyt that Case PUD-81-22-1M be recommended for
approval subject to the conditions of the staff report, modifying
Condition No. 24 to allow building and grading permits upon
federal new connection and environmental document approval, and
that the carports be redesigned to have some with pitched roofs
- 6 -
