MINUTES <br />Planning Commission <br />Tuesday, November 25, 1986 <br />used in the study reflect the total buildout of Stoneridge Mall <br />and other development in the area. In talking to representatives <br />of the Stoneridge Mall, it has been determined that the earliest <br />the additions to the mall would come on line would be 1989. <br />Commissioner Michelotti discussed with Mr. Kinzel traffic <br />scenarios for the area and how development, and installation of <br />the interchange would effect the anticipated traffic. <br />Commissioner Innes discussed the standard set of assumptions for <br />calculating traffic. The standard set of assumptions doesn't <br />allow phasing to be a consideration. <br />Commissioner Innes asked Mr. Kinzel if he knew the status of the <br />Stoneridge interchange given the approvals required by the FHWA <br />and others. Mr. Kinzel said in his opinion, he did not know how <br />the interchange could not be approved. <br />Chairman Lindsey asked Mr. Kinzel when he would estimate approval <br />taking place for the interchange and the time frame of approval <br />vs. start of construction. Mr. Kinzel stated the key factors are <br />to get a new connection approved, and completion of the <br />environmental studies. The Design of the interchange itself can <br />be done concurrently. Preliminary engineering has commenced or <br />will soon commence on the interchange. The detailed plan <br />preparation will probably not start until final approval of the <br />connection is granted by the Federal Highway Administration. If <br />one assumes this will be done early 1987 and plan preparation <br />completed, the actual construction can begin in 1988 and be <br />completed one year later. <br />Chairman Lindsey then discussed looking at the start of <br />construction once the interchange has been approved because it is <br />not known in fact that the interchange will be constructed. Mr. <br />Swift stated that the language in the General Plan refers to <br />start of construction of the interchange for projects to commence <br />building. Staff could support a condition reflecting "...once <br />approval is granted by the Federal Highway Administration", as <br />the time between approval and start of construction should be no <br />longer than about one year. <br />Chairman Lindsey asked if approval of the connection and the <br />environmental document were to be approved if that was assurance <br />the interchange would be approved and, if so, when would it be <br />constructed. Mr. Swift said without engineering done in advance, <br />it would be 2 to 2-1/2 years given the planned scenarios or <br />probably 1 1/2 years from the time the Federal Highway <br />Administration grants both approvals. <br />Commissioner Innes then discussed possible redesign as was the <br />Case in the Hopyard Road interchange. Mr. Swift stated that at <br />this point in time there is a plan which Caltrans has signed off <br />on. The Stoneridge interchange will not be built like the <br />Hopyard Road project in phases.
