When a person thinks of Low Density Residential housing, <br />one thinks of a setting in oak trees, similar to that on the <br />southern end of Foothill Road. Their project would allow people <br />to live in the City in which they work. They have worked in good <br />faith with the City staff and revised their proposal several <br />times. <br />Commissioner Innes asked Mr. Ferreri whether or not he <br />commissioned any studies to address the traffic impacts at Dublin <br />and Foothill Roads. Mr. Ferreri said this item was discussed in <br />the EIR and discussed other properties in the area as well. <br />Commissioner Innes said he would have a tough time supporting <br />7,000 car trips per day with High Density Residential and make <br />the intersection LOS "F". Mr. Ferreri argued that the Stoneridge <br />Drive interchange and other freeway improvements will reduce this <br />negative factor. Further, they would be willing to participate <br />in whatever traffic mitigation measures would be required. Mr. <br />Ferreri referred to Sharon Heights in Menlo Park which had <br />reached a LOS E. A left-hand turn was eliminated and the problem <br />resolved. Perhaps a "U Turn" could be required at the Foothill <br />Professional building and elimination of a left-hand turn. He <br />proposed there are several possibilities to resolution of traffic <br />concerns. <br />Chairman Lindsey asked if this parcel was developed Low Density <br />Residential what the impacts would be -- would the intersection <br />still be LOS "F". Mr. Swift stated the traffic studies done <br />under the proposed General Plan having this property as Low <br />Density Residential at this intersection in connection with all <br />other improvement plans still show the intersection at the high <br />range of LOS "D". The primary change in this area would come <br />with a change in Mozart's land from Commercial and Offices to <br />High Density Residential. <br />Commissioner Berger asked about the number of two bedroom units. <br />Mr. Ferreri said there would be half two bedroom and one half <br />single bedrooms. Commissioner Berger then asked Mr. Ferreri to <br />discuss the area surrounding the site. Mr. Ferreri complied. <br />2B - Presley <br />Mr. Lee described this property of 280 acres which is proposed to <br />be designated in the Proposed General Plan Medium Density <br />Residential (170 acres), Public Health and Safety (105 acres) and <br />Park and Recreation (5 acres). <br />Chairman Lindsey then asked about the development of the property <br />under the Community Facilities Alternative. Mr. Lee said it <br />would depend on how one carved off some of the community park. <br />Mike McKissick, President, Presley Properties, 1850 Mt. Diablo, <br />Walnut Creek 94596, said they have been working with staff.
