Minutes of the Continued P1 <br />H <br />ling Commission Meeti <br />on 9/3/86 <br />of 8/27/86 <br />Mr. Swift stated that it was hoped there would be some answers <br />relating to the key issues of the property (SP right-of-way, <br />First Street Corridor, etc.). Traffic analysis done for the <br />General Plan have offered no solution to the traffic problems of <br />the area. To get answers, new, more specific traffic studies <br />need to be completed, and they will be done with the specific <br />plan for the Downtown area. The County was in the process of <br />acquiring right-of-way to the Southern Pacific Corridor. This is <br />moving at a very slow pace and the County is no closer to the <br />acquisition now than it was in the past. These issues are all up <br />in the air. It is felt there will be a specific plan for the <br />area within one year. <br />Commissioner Wellman asked if the downtown specific plan would <br />address the transportation corridor. Mr. Swift replied "very <br />definitely." <br />Brent Wilcox, representing George and Marylou Wilcox, 3988 <br />Stanley Boulevard (the property adjoining the subject site), said <br />he has been working with Art Dunkley and is concerned with <br />ingress and egress from the Wilcox parcel on the corner. <br />Commissioner Wellman stated she agrees with staff that <br />development would limit the options, specifically on the downtown <br />specific plan. She felt the matter should be held. Commissioner <br />Innes also agreed. He apologized to Mr. Dunkley but felt that <br />property should be held. <br />Vote: PH&S 4-0 (Lindsey abstained) <br />Parcel 2A - Ferreri <br />Mr. Ferreri again addressed the Commission stating that Valley <br />Plazas I and II also had traffic concerns. These concerns were <br />resolved. He asked that consideration be given to High Density <br />residential with the condition that a traffic study (with <br />suggested mitigations) be done subject to Planning Commission <br />and staff's review and acceptance. Commissioner Innes did not <br />feel this could be done at this time. <br />Parcel 2B - Presley <br />Mr. Harvey Levine, 4637 Chabot Drive, stated there is some <br />confusion following discussion of Parcel 2 B - Presley. He asked <br />if CFA could provide for zoning that would provide for 400 units. <br />The Commission answered that it would not. <br />Chairman Lindsey asked if there was any public testimony related <br />to the EIR which had not already been stated. <br />There was no discussion. <br />The public hearing was closed. <br />Chairman Lindsey commended staff for the fine job on the General <br />Plan. <br />- 17 - <br /> <br />
