Minutes <br />Planning Commission <br />August 13, 1986 <br />PUD 86-9, City of Pleasanton <br />Application of the City of Pleasanton for rezoning from "A" <br />(Agricultural) and CS (Commercial Service) to PUD (Planned Unit <br />Development)-High Density Residential District; and development <br />plan approval to construct a 220-unit senior citizens residential <br />complex to be located on an approximately 9.2 acre site located <br />generally in the area west of tat thelsoutherncterminuseofoOldern <br />Pacific Transportation Company <br />Bernal Avenue. <br />Mr. Swift presented the staff report recommending approval of <br />this application. <br />The public hearing was opened. <br />Tim Truesdale, Eden Housing, presented the proposed project. He <br />indicated the plan proposed is a result of many meetings with the <br />City including the citizens' committee, senior citizens and <br />others. <br />Commissioner Wellman asked if there would be a swimming pool. <br />Mr. Truesdale responded that at a recent senior citizens meeting, <br />a swimming pool appeared to be less than 50% favorable. A <br />spa/Jacuzzi is being considered to be installed in a community <br />building facing out into the open space. <br />Discussion relating to the kitchen area then ensued between <br />Commissioners Innes, Wellman and Mr. Truesdale. Mr. Truesdale <br />commented that the dining facility will adequately accommodate <br />240 people. <br />George Ivalich, architect, presented the site plan, elevations <br />and related documents for the benefit of the Commission and <br />audience. <br />Vice Chairman Innes expressed concern with the dining area <br />perhaps not being large enough because even though meals will be <br />served in two sittings, often times persons from the first <br />sitting visit with persons from the second sitting. Vice <br />Chairman Innes also had concerns with seniors living in the <br />cottage units which means they would have a greater distance to <br />travel to the kitchen area than residents of the larger complex, <br />and part of that distance is uncovered. Mr. Truesdale indicated <br />that in many insteC~e~o i°veerathergindependentlygandnperhapsld <br />be persons who el <br />wouldn't use the kitchen facilities. <br />Mr. Truesdale indicated the details as to how many meals will be <br />served per day and the cost will be determined later. In the <br />past in many developments HUD required mandatory participation in <br />the cost of the meals. They cannot, however, do this any longer. <br />The Pleasanton Committee didn't want meals to be a mandatory <br />requirement for this development. Mr. Ivalich stated that one <br />needs a base commitment in order to assure the price to tenants. <br />If the number of meals is less than 150, the price becomes <br />substantially higher than it would be otherwise. <br />- 8 - <br />_ ~.
